【摘要】：正當下中國,客觀地存在著兩個主要的輿論場,一個是以黨報黨刊、各級電視臺和通訊社等"主流媒體輿論場",忠實地宣傳黨和政府的政策,傳播社會主義核心價值觀;一個是依托于口口相傳特別是互聯(lián)網(wǎng)的民間輿論場,人們在微博客、BBS上議論時事,針砭社會、品評政府的公共管理。不可否認,互聞網(wǎng)已經(jīng)成為"思想文化信息的集散地和社會輿論的放大器",改寫了"輿論引導新格局"。這其中,一些社會矛盾借助互聯(lián)網(wǎng)凸顯、放大,把地區(qū)性問題變成全局性問題,把行業(yè)性問題變成普遍性問題,威脅社會穩(wěn)定,甚至釀成社會危機。因而,在互聯(lián)網(wǎng)時代,如何維護政府公信力,成為
