【摘要】：隨著我國體育產(chǎn)業(yè)的快速發(fā)展，我國承辦體育賽事的數(shù)量也越來越多。體育賽事數(shù)量的不斷增多也使體育賽事突發(fā)事件出現(xiàn)的頻率大增，因此體育賽事突發(fā)事件應(yīng)急預(yù)案的研究逐漸引起了人們的廣泛關(guān)注。我國對(duì)體育賽事突發(fā)事件的研究起步較晚，理論尚不完善，對(duì)體育賽事突發(fā)事件的處理還存在一些問題。而賽事組織者應(yīng)對(duì)突發(fā)事件的能力直接影響到體育賽事的成功開展和在大眾心目中的形象，因此對(duì)體育賽事突發(fā)事件的研究迫在眉睫。在體育賽事應(yīng)急管理這一既富理論前沿性又極具公共管理實(shí)踐價(jià)值的熱點(diǎn)研究領(lǐng)域，體育賽事突發(fā)事件的應(yīng)急預(yù)案研究具有基礎(chǔ)研究意義。 體育賽事突發(fā)事件按照其發(fā)生的過程、性質(zhì)可以分為自然災(zāi)害、事故災(zāi)難、公共衛(wèi)生事件、社會(huì)安全事件和賽場(chǎng)秩序事件。導(dǎo)致體育賽事突發(fā)事件的影響因素主要有人為因素、賽事場(chǎng)館因素、賽事管理因素、賽事環(huán)境因素4個(gè)方面。突發(fā)事件的后果是嚴(yán)重的不僅影響到比賽的順利舉行，還會(huì)對(duì)舉辦國家及舉辦城市的形象造成不可估量的損失。 本文以體育賽事突發(fā)事件應(yīng)急預(yù)案為研究對(duì)象，采用文獻(xiàn)資料法和邏輯分析法等研究方法，，通過對(duì)現(xiàn)有文獻(xiàn)資料的分析、研究，對(duì)我國體育賽事突發(fā)事件的相關(guān)問題進(jìn)行了大量的綜述。對(duì)我國突發(fā)事件應(yīng)急管理進(jìn)行系統(tǒng)梳理，找出我國突發(fā)事件應(yīng)急管理中存在的問題，特別是應(yīng)急預(yù)案體系不完善、預(yù)案操作性不強(qiáng)、應(yīng)急演習(xí)不到位等。 本文在吸取國內(nèi)外突發(fā)事件應(yīng)急管理經(jīng)驗(yàn)的基礎(chǔ)上，從體育賽事突發(fā)事件應(yīng)急預(yù)案編制內(nèi)容的體系化、編制主體的多元化、宣傳的多樣化、演練的程序化以及信息溝通和輿論監(jiān)督的系統(tǒng)化等方面對(duì)體育賽事突發(fā)事件應(yīng)急預(yù)案進(jìn)行制定與完善。并針對(duì)實(shí)際需要總結(jié)體育賽事突發(fā)事件應(yīng)急管理的研究?jī)?nèi)容，設(shè)計(jì)出河北省體育賽事突發(fā)事件應(yīng)急預(yù)案。通過對(duì)我國突發(fā)事件應(yīng)急預(yù)案的探討分析，構(gòu)建一個(gè)適合我國國情的體育賽事突發(fā)事件應(yīng)急預(yù)案體系，提高體育賽事組織者的突發(fā)事件應(yīng)急意識(shí)和應(yīng)急處置能力，同時(shí)也為以后的理論和實(shí)踐提供理論參考。
[Abstract]:With the rapid development of sports industry in China, the number of sports events in our country is more and more. With the increasing number of sports events, the frequency of sports emergencies has increased greatly. Therefore, the research on the emergency plans of sports events has gradually attracted people's attention. In China, the research on sports emergencies started late, the theory is not perfect, and there are still some problems in the treatment of sports emergencies. The ability of event organizers to deal with unexpected events has a direct impact on the successful development of sports events and image in the eyes of the public, so it is urgent to study the unexpected events of sports events. In the field of sports event emergency management, which is a hot research field with both theoretical and practical value of public management, the research on emergency plan of sports events emergency has the basic research significance. According to the process of sports events, the nature of sports events can be divided into natural disasters, accident disasters, public health events, social security events and court order events. The influencing factors of sudden events in sports events are mainly man-made factors, venue factors, management factors and environmental factors. The consequence of the emergency is serious not only to the smooth holding of the competition, but also to the image of the host country and the host city. This paper takes the emergency plan of sports events as the research object, adopts the methods of literature and logic analysis, through the analysis of the existing literature, the study, In this paper, a large number of problems related to the unexpected events of sports events in China are summarized. This paper systematically combs the emergency management in our country and finds out the problems existing in the emergency management of our country, especially the system of emergency plan is not perfect, the operation of emergency plan is not strong, and the emergency exercise is not in place. On the basis of absorbing the experience of emergency management at home and abroad, this paper introduces the systematization of the contents of emergency planning for sports events, the diversification of the main body of the preparation, and the diversification of propaganda. The procedure of the exercise and the systematization of information communication and public opinion supervision are used to formulate and perfect the emergency plan of sports events. According to the actual needs of sports events emergency management research content, the design of Hebei Province sports events emergency contingency plan. Based on the discussion and analysis of emergency plan in China, this paper constructs a system of emergency plan for sports events, which is suitable for the situation of our country, so as to improve the awareness and ability of the organizers of sports events to respond to emergencies. At the same time, it also provides a theoretical reference for the future theory and practice.
