【摘要】：黨的十八大報告中明確提出,要推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)的戰(zhàn)略性調(diào)整,支持小微企業(yè)發(fā)展。微型企業(yè)在推動國民經(jīng)濟(jì)和社會發(fā)展以及促進(jìn)社會和諧穩(wěn)定等方面都發(fā)揮著舉足輕重的作用,尤其在吸納就業(yè)、擴(kuò)大內(nèi)需、加快城市化、繁榮民營經(jīng)濟(jì)、增加市場主體、促進(jìn)技術(shù)創(chuàng)新、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整等方面作用顯著。鑒于微型企業(yè)發(fā)展具有的重要意義,無論從當(dāng)前還是從長遠(yuǎn)經(jīng)濟(jì)社會的發(fā)展來看,都應(yīng)把扶持微型企業(yè)發(fā)展作為政府各項政策和工作的重點。 作為社會公共管理的主體,政府是推動微企發(fā)展的重要力量。政府的政策支持是推動微型企業(yè)發(fā)展的重要條件之一。政府對微型企業(yè)政策支持的力度和方式直接影響著微型企業(yè)的生存發(fā)展甚至成長壯大。尋求有效的微型企業(yè)發(fā)展政策支持方式以及完善和落實政府已實施的各項微型企業(yè)發(fā)展政策支持,對促進(jìn)微型企業(yè)持續(xù)發(fā)展具有十分重要的意義。 近年來,在中央及各部委、各地區(qū)出臺的各項扶持微型企業(yè)發(fā)展政策支持下,微型企業(yè)迎來了快速發(fā)展的“黃金期”。然而,由于國內(nèi)外經(jīng)濟(jì)形勢的復(fù)雜多變,微型企業(yè)所處的發(fā)展環(huán)境和政府已出臺的各項微型企業(yè)發(fā)展政策支持體系的不夠完善以及微型企業(yè)先天弱勢等方面原因,當(dāng)前微型企業(yè)發(fā)展面臨著重重困境。如何促進(jìn)微型企業(yè)持續(xù)發(fā)展,從總體上改善他們的經(jīng)營發(fā)展?fàn)顩r和發(fā)展環(huán)境以及改變他們的弱勢地位,是擺在我們面前的重要課題。 本文首先歸納總結(jié)了微型企業(yè)的含義、特征和重要作用。隨后,通過運用文獻(xiàn)研究法、訪談法等研究方法,對重慶市微型企業(yè)發(fā)展現(xiàn)狀及政策需求進(jìn)行分析,進(jìn)而對重慶市微型企業(yè)發(fā)展政策支持的現(xiàn)狀、存在的問題及其原因進(jìn)行了分析。最后,結(jié)合重慶市微型企業(yè)發(fā)展政策支持狀況和存在的問題,在借鑒美國、日本、德國、法國微型企業(yè)發(fā)展政策支持方面采取的有益措施和先進(jìn)經(jīng)驗的基礎(chǔ)上,就如何加快重慶市微型企業(yè)發(fā)展進(jìn)行了比較系統(tǒng)的闡述,以期推動微型企業(yè)發(fā)展的探索,為促進(jìn)微型企業(yè)發(fā)展提供有益的參考。
[Abstract]:The report of the 18th National Congress of the Communist Party of China explicitly proposes to promote the strategic adjustment of the economic structure and to support the development of small and micro enterprises. Microenterprises play an important role in promoting national economy and social development and promoting social harmony and stability, especially in absorbing employment, expanding domestic demand, speeding up urbanization, prospering private economy and increasing market subjects. Promoting technological innovation, optimizing industrial structure, and promoting economic restructuring play a significant role. In view of the importance of the development of microenterprises, whether from the current or from the long-term economic and social development, we should take the development of microenterprises as the focus of government policies and work. As the main body of social public management, the government is an important force to promote the development of micro-enterprises. Government policy support is one of the important conditions to promote the development of micro-enterprises. The government's policy support for micro-enterprises directly affects the survival, development and even growth of micro-enterprises. It is of great significance to seek effective policy support for the development of microenterprises and to improve and implement the policies for the development of microenterprises which have been implemented by the government. In recent years, with the support of the policies of the central government, ministries and departments and regions, microenterprises have ushered in a "golden period" of rapid development. However, due to the complex and changeable economic situation at home and abroad, the development environment in which microenterprises are located, the inadequate support system of various policies for the development of microenterprises issued by the government, and the inherent weakness of microenterprises, and so on, At present, the development of micro-enterprises is facing many difficulties. How to promote the sustainable development of microenterprises, improve their operating and development conditions and environment, and change their weak position is an important subject in front of us. This paper first summarizes the meaning, characteristics and important role of micro-enterprises. Then, by using the methods of literature research, interview and other research methods, this paper analyzes the present situation and policy demand of Chongqing microenterprise development, and then analyzes the status quo of policy support for Chongqing microenterprise development. The existing problems and their causes are analyzed. Finally, combined with the status quo and existing problems of the policy support for the development of microenterprises in Chongqing, on the basis of the useful measures and advanced experiences adopted in the policy support for the development of microenterprises in the United States, Japan, Germany and France, This paper expounds how to speed up the development of microenterprises in Chongqing in order to promote the development of microenterprises and provide a useful reference for the development of microenterprises.
