福州市高層次人才政策研究

【摘要】:區(qū)域經(jīng)濟(jì)的競(jìng)爭(zhēng),歸根到底是人才尤其是高層次人才的競(jìng)爭(zhēng),隨著科學(xué)技術(shù)的日新月異和經(jīng)濟(jì)形勢(shì)的迅猛發(fā)展,加大高層次人才建設(shè)的工作力度已成為新形勢(shì)下“黨管人才”工作的重中之重。面對(duì)中央支持海西建設(shè)的歷史性機(jī)遇,大力推進(jìn)高層次人才建設(shè),把福州打造成人才向往之城和人才聚集之地,對(duì)于構(gòu)建省會(huì)大都市區(qū)人才高地,具有十分重要的意義。本文結(jié)合近年來(lái)福州市高層次人才建設(shè)的實(shí)踐,通過(guò)理論分析與實(shí)證調(diào)研,分析福州市高層次人才政策存在的問(wèn)題及原因,提出具體的對(duì)策和建議,提高高層次人才建設(shè)在政策層面上的運(yùn)用和把握。全文主要內(nèi)容包括: 第一部分:引言部分。在此,文章介紹了研究的背景及意義、目前研究概況、研究方法與核心內(nèi)容。 第二部分:高層次人才政策的理論與實(shí)踐。這一部分介紹了高層次人才政策的有關(guān)概念,并結(jié)合公共管理的專(zhuān)業(yè)理論,運(yùn)用專(zhuān)業(yè)理論指導(dǎo)福州市高層次人才的政策方向。分析國(guó)內(nèi)外高層次人才政策的具體做法,歸納了幾點(diǎn)可供參考的高層次人才政策經(jīng)驗(yàn)。 第三部分:福州市高層次人才政策現(xiàn)狀。從福州市的自然、經(jīng)濟(jì)、高層次人才隊(duì)伍基本情況說(shuō)明開(kāi)始,介紹了福州市高層次人才的政策舉措以及取得的成效。 第四部分:福州市高層次人才政策存在的問(wèn)題及成因分析。從調(diào)查問(wèn)卷入手,分析福州市高層次人才政策存在的問(wèn)題,包括政策吸引力不足、落實(shí)不到位、配套不足、實(shí)施缺乏有效抓手等,并剖析其原因。 第五部分:福州市高層次人才政策優(yōu)化的實(shí)施建議。立足福州市的實(shí)際,從強(qiáng)化觀念、加大力度、擴(kuò)大宣傳、完善配套、加強(qiáng)引導(dǎo)這五個(gè)方面提出實(shí)施建議。
[Abstract]:The competition of regional economy, in the final analysis, is the competition of talents, especially high-level talents. With the rapid development of science and technology and the rapid development of economic situation, Strengthening the construction of high-level talents has become the most important task of the Party's management of talents under the new situation. Facing the historic opportunity for the central government to support the construction of Hercynian, it is of great significance to promote the construction of high-level talents and to make Fuzhou a city for talents and a place for gathering talents, which is of great significance to the construction of talent highlands in the provincial capital metropolitan area. Based on the practice of high-level talent construction in Fuzhou in recent years, this paper, through theoretical analysis and empirical investigation, analyzes the problems and causes of Fuzhou's high-level talent policy, and puts forward specific countermeasures and suggestions. Improve the use and grasp of the construction of high-level talents at the policy level. The main contents of this paper are as follows: the first part: introduction. In this paper, the background and significance of the research, current research situation, research methods and core content are introduced. The second part: the theory and practice of high-level talent policy. This part introduces the concept of high-level talent policy and combines the professional theory of public management to guide the policy direction of high-level talents in Fuzhou. This paper analyzes the concrete practice of high-level talent policy at home and abroad, and sums up some experiences of high-level talent policy for reference. The third part: Fuzhou high-level talent policy present situation. Starting with the explanation of the nature, economy and high-level talents in Fuzhou, this paper introduces the policy measures and achievements of the high-level talents in Fuzhou. The fourth part: Fuzhou high-level talent policy problems and causes analysis. Based on the questionnaire, this paper analyzes the problems existing in Fuzhou's high-level talent policy, including the lack of policy attraction, the lack of implementation, the lack of effective implementation and so on, and analyzes its reasons. The fifth part: Fuzhou City high-level talent policy optimization implementation suggestion. Based on the reality of Fuzhou City, this paper puts forward some suggestions from five aspects: strengthening the concept, strengthening the strength, expanding the propaganda, perfecting the matching set, and strengthening the guidance.
