【摘要】：政府采購(gòu)是建立公共財(cái)政體制的必由之路，是我國(guó)政府宏觀調(diào)控的重要手段之一。政府采購(gòu)在世界上，已經(jīng)有200多年的歷史，但在我國(guó)才剛剛起步。 政府采購(gòu)起源于自由市場(chǎng)經(jīng)濟(jì)時(shí)期，，但完整意義上的政府采購(gòu)是現(xiàn)代市場(chǎng)經(jīng)濟(jì)發(fā)展的產(chǎn)物，這又與市場(chǎng)經(jīng)濟(jì)國(guó)家政府的干預(yù)政策緊密聯(lián)系在一起。在現(xiàn)代市場(chǎng)經(jīng)濟(jì)階段，政府采購(gòu)有利于加強(qiáng)財(cái)政支出管理，提高財(cái)政資金使用效率，更好地促進(jìn)廉政建設(shè)，發(fā)揮宏觀調(diào)控的作用。 從我國(guó)的政府采購(gòu)實(shí)際出發(fā)，追溯我國(guó)政府采購(gòu)的歷史和演化，借鑒發(fā)達(dá)國(guó)家政府采購(gòu)的經(jīng)驗(yàn)，引入了公共管理的理論，運(yùn)用科學(xué)的方法、標(biāo)準(zhǔn)和程序，對(duì)政府的所作所為作出盡可能準(zhǔn)確的結(jié)論，并在此基礎(chǔ)上根據(jù)評(píng)價(jià)的結(jié)果，對(duì)政府采購(gòu)的改進(jìn)和提高給出自己的建議。具體建議中，以實(shí)現(xiàn)效率和公平為目標(biāo)，并結(jié)合定性評(píng)估和定量評(píng)估方法，指導(dǎo)我國(guó)的政府采購(gòu)實(shí)踐。建議不斷完善我國(guó)政府采購(gòu)法律、法規(guī)；完善我國(guó)政府采購(gòu)方式與信息管理；完善我國(guó)政府采購(gòu)的組織及管理；引入政府采購(gòu)績(jī)效考核審計(jì)；完善我國(guó)政府采購(gòu)的監(jiān)管機(jī)制；培養(yǎng)專業(yè)化的政府采購(gòu)人才。多措并舉，實(shí)現(xiàn)我國(guó)政府采購(gòu)公平和效率的提升。
[Abstract]:Government procurement is the only way to establish the public finance system and one of the important means of government macro-control. Government procurement in the world, has a history of more than 200 years, but in China has just started. Government procurement originated in the free market economy period, but the complete sense of government procurement is the product of the development of modern market economy, which is closely related to the intervention policy of the government in the market economy countries. In the stage of modern market economy, government procurement is conducive to strengthening the management of fiscal expenditure, improving the efficiency of the use of financial funds, promoting the construction of a clean government, and exerting the role of macro-control. Starting from the reality of government procurement in China, tracing back the history and evolution of government procurement in China, drawing lessons from the experiences of developed countries, introducing the theory of public management, applying scientific methods, standards and procedures, On the basis of the results of evaluation, the author gives his own suggestions on the improvement and improvement of government procurement. In the concrete suggestion, the goal is to realize efficiency and equity, and the qualitative and quantitative evaluation methods are combined to guide the practice of government procurement in our country. It is suggested that the laws and regulations of government procurement should be perfected, the ways of government procurement and information management should be perfected, the organization and management of government procurement should be perfected, the audit of government procurement performance should be introduced, and the supervision mechanism of government procurement should be improved.
