【摘要】：志愿服務(wù)是中華民族傳統(tǒng)美德、優(yōu)秀品質(zhì)和互助精神在當(dāng)代社會的集中體現(xiàn)和時代延續(xù),在新時期更是被賦予了新的時代內(nèi)涵和現(xiàn)實意義。20世紀(jì)以來,志愿服務(wù)活動越來越多地得到社會認(rèn)可,在全球廣泛開展,呈現(xiàn)出常態(tài)化發(fā)展趨勢,實踐證明志愿服務(wù)在促進經(jīng)濟社會發(fā)展和進步的過程中發(fā)揮著重要作用。我國真正意義上的志愿服務(wù)發(fā)展開始于90年代初,在經(jīng)歷了多年的發(fā)展和完善,志愿服務(wù)正在被全社會重視、弘揚和認(rèn)可。黨的十八大報告提出要深化群眾性精神文明創(chuàng)建活動,廣泛開展社會志愿服務(wù),推動學(xué)雷鋒活動常態(tài)化。作為志愿服務(wù)的一個部分和縮影,和林格爾縣志愿服務(wù)圍繞全縣經(jīng)濟社會發(fā)展中心,積極服務(wù)于扶貧助困、社區(qū)發(fā)展、環(huán)境保護、大型賽事等領(lǐng)域,滿足社會發(fā)展需求,也經(jīng)歷了或者說正在經(jīng)歷著一個不斷發(fā)展的蛻變過程。對于共青團組織下的青年志愿服務(wù)發(fā)展研究,無論在理論層面還是實踐層面都具有重要意義。本文以第三部門理論與新公共管理理論為依據(jù),通過介紹志愿服務(wù)的研究背景、研究意義和國內(nèi)外研究現(xiàn)狀,闡述志愿服務(wù)的相關(guān)概念,同時結(jié)合和林縣青年志愿服務(wù)發(fā)展?fàn)顩r和實際調(diào)研情況,重點分析和林格爾縣志愿服務(wù)發(fā)展概況及其成效,指出存在的問題,借鑒當(dāng)前國內(nèi)外志愿服務(wù)工作經(jīng)驗,探討了第三部門與政府合作促進志愿服務(wù)發(fā)展的方式方法,提出了促進共青團組織下青年志愿服務(wù)良性發(fā)展,以及進一步推動和林縣志愿服務(wù)發(fā)展的對策和建議。
[Abstract]:Voluntary service is the traditional virtue of the Chinese nation, the excellent quality and the spirit of mutual assistance are embodied in the contemporary society and continue in the times. In the new era, it has been endowed with the new connotation and practical significance of the times. Voluntary service activities are more and more recognized by the society and are widely carried out all over the world, showing a trend of regular development. Practice has proved that voluntary service plays an important role in the process of promoting economic and social development and progress. The development of voluntary service in the real sense of our country began in the early 1990s, after years of development and improvement, voluntary service is being attached importance to, carried forward and recognized by the whole society. In the report of the 18th National Congress of the CPC, it is proposed to deepen the activities of creating mass spiritual civilization, carry out social voluntary service extensively, and promote the normalization of activities to learn from Lei Feng. As a part and microcosm of voluntary service, voluntary service in Helinger County revolves around the county's economic and social development center and actively serves the fields of poverty alleviation, community development, environmental protection, large-scale events, and so on, to meet the needs of social development. Also experienced or is going through a constantly developing process of transformation. The research on the development of youth voluntary service under the Communist Youth League is of great significance both in theory and practice. Based on the third sector theory and the new public management theory, this paper introduces the research background, significance and current research situation of voluntary service, and expounds the related concepts of voluntary service. At the same time, combining with the development situation and actual investigation of youth voluntary service in Helin County, this paper focuses on analyzing the general situation and results of voluntary service development in Helinger County, points out the existing problems, and draws lessons from the current experience of voluntary service work at home and abroad. This paper probes into the ways and methods of the third sector cooperating with the government to promote the development of voluntary service, and puts forward the countermeasures and suggestions for promoting the healthy development of youth voluntary service under the organization of the Communist Youth League, and further promoting the development of voluntary service in Helin County.
