【摘要】：大數(shù)據(jù)時(shí)代的到來(lái)為公安戶籍檔案管理提供了管理模式創(chuàng)新的思維邏輯、技術(shù)工具及政策環(huán)境。通過(guò)對(duì)W市公安智慧檔案系統(tǒng)的個(gè)案研究,發(fā)現(xiàn)大數(shù)據(jù)環(huán)境下的服務(wù)型公安戶籍檔案管理模式在轉(zhuǎn)變政府職能、提高公共服務(wù)能力、促進(jìn)政府信息公開與數(shù)據(jù)開放、強(qiáng)化公民監(jiān)督行為,以及推動(dòng)業(yè)務(wù)流程再造、提高公安行政效能等方面發(fā)揮了切實(shí)的推進(jìn)作用,但仍存在大數(shù)據(jù)處理及應(yīng)用能力有待加強(qiáng)、大數(shù)據(jù)共享建設(shè)有待完善及公民參與不足等問(wèn)題。建議樹立全面的公安大數(shù)據(jù)意識(shí),加強(qiáng)公安大數(shù)據(jù)人才培養(yǎng)和技術(shù)創(chuàng)新;加強(qiáng)公安大數(shù)據(jù)頂層設(shè)計(jì),完善公安大數(shù)據(jù)平臺(tái)建設(shè);加強(qiáng)公安大數(shù)據(jù)下的公眾參與,創(chuàng)新公安大數(shù)據(jù)個(gè)性化服務(wù)等來(lái)完善服務(wù)型戶籍檔案管理模式的建設(shè)。
[Abstract]:The arrival of big data provides the thinking logic, technical tools and policy environment for the management of public security household registration files. Based on the case study of W city's intelligent public security archives system, it is found that the service-oriented management mode of public security household registration archives under big data environment is transforming the government function, improving the public service ability, and promoting the opening of government information and data. Strengthening the behavior of citizen supervision, promoting business process reengineering and improving the administrative efficiency of public security have played a practical role, but there is still a need to strengthen big data's handling and application ability. Big data share construction needs to be perfected and citizen participation is insufficient and so on. It is suggested to establish a comprehensive awareness of public security officer big data, to strengthen the personnel training and technological innovation of public security officer big data, to strengthen the design of the top layer of public security police big data, to improve the construction of the platform of public security, and to strengthen public participation in public security under the circumstances of big data. To perfect the construction of service-oriented household registration file management mode by innovating the individualized service of public security big data.
