【摘要】：行政審批是現(xiàn)代國家管理社會政治、經(jīng)濟(jì)和文化等方面事務(wù)的一種重要的事前控制手段。行政審批制度的發(fā)展，對理順和規(guī)范政府與企業(yè)、與社會的關(guān)系，規(guī)范上下級政府的關(guān)系，優(yōu)化政府機(jī)構(gòu)設(shè)置和職能配置，提高行政效能和公共管理服務(wù)質(zhì)量有著至關(guān)重要的作用。在現(xiàn)階段社會經(jīng)濟(jì)飛速發(fā)展的情況下，正確認(rèn)識、理解和把握行政審批制度，，分析在行政審批過程中存在的問題，并通過系統(tǒng)的行政審批效能考核體系進(jìn)行評估，對進(jìn)一步轉(zhuǎn)變政府職能、提高行政效率、建設(shè)服務(wù)型政府具有重要意義。 本文主要分為五個部分：第一章，緒論。介紹了本文的研究背景、行政審批制度發(fā)展情況和行政服務(wù)中心的發(fā)展歷程，對本文的研究目的和結(jié)構(gòu)進(jìn)行了簡單描述。第二章，天津市行政審批服務(wù)運(yùn)行情況。對天津市和區(qū)縣兩級的行政審批服務(wù)工作進(jìn)行了分析，并提出目前存在的問題。第三章，行政審批效能考核分析。對政府效能考核的概念，效率和效能的區(qū)別以及提倡效能型政府的意義進(jìn)行了分析。立足于行政審批工作描述了效能考核之于行政審批工作的意義和必要性。第四章，行政審批效能考核體系分析。對行政審批效能考核體系建立的目的進(jìn)行了分析，并結(jié)合天津市行政審批效能考核實(shí)際，建立考核指標(biāo)體系。并通過2012年度區(qū)縣效能考核情況作為案例分析考核效果。第五章，行政審批效能考核實(shí)施效果及發(fā)展方向。結(jié)合目前天津市行政審批服務(wù)工作的發(fā)展，對行政審批效能考核實(shí)施效果進(jìn)行了分析，并提出行政審批效能評估今后應(yīng)關(guān)注的方面。 實(shí)施行政審批效能考核，促進(jìn)了行政審批制度改革措施的落實(shí)，促進(jìn)了服務(wù)型政府建設(shè)具體舉措的落地，促進(jìn)了政府管理創(chuàng)新，促進(jìn)了行政審批效率和服務(wù)水平的提高，促進(jìn)了將便民便企措施落到實(shí)處，促進(jìn)了將行政效能監(jiān)察和勤政廉政監(jiān)督落到實(shí)處。
[Abstract]:Administrative examination and approval is an important means of controlling social, political, economic and cultural affairs in modern countries. The development of the administrative examination and approval system will rationalize and standardize the relationship between the government and enterprises and society, standardize the relationship between the upper and lower levels of government, optimize the setting up of government institutions and the allocation of functions, It is very important to improve the efficiency of administration and the quality of public management service. With the rapid development of social economy at present, we should correctly understand, understand and grasp the administrative examination and approval system, analyze the problems existing in the process of administrative examination and approval, and evaluate the system through the evaluation system of administrative examination and approval effectiveness. It is of great significance to further transform government functions, improve administrative efficiency and build service-oriented government. This paper is divided into five parts: chapter one, introduction. This paper introduces the research background, the development of the administrative examination and approval system and the development course of the administrative service center, and briefly describes the purpose and structure of the research. The second chapter, Tianjin administrative examination and approval service operation. This paper analyzes the administrative examination and approval service at Tianjin and district and county levels, and puts forward the existing problems. The third chapter, the administrative examination and approval efficiency assessment analysis. This paper analyzes the concept of government effectiveness assessment, the difference between efficiency and efficiency, and the significance of advocating effective government. Based on the work of administrative examination and approval, this paper describes the significance and necessity of efficiency assessment in the work of administrative examination and approval. The fourth chapter, the administrative examination and approval efficiency evaluation system analysis. The purpose of establishing administrative examination and approval efficiency assessment system is analyzed, and the evaluation index system is established in combination with Tianjin administrative examination and approval efficiency assessment practice. And through the 2012 district and county effectiveness assessment as a case study of the results. The fifth chapter, the administrative examination and approval effectiveness evaluation implementation effect and the development direction. Combined with the development of administrative examination and approval service in Tianjin at present, this paper analyzes the effect of administrative examination and approval effectiveness assessment, and puts forward some aspects that should be paid attention to in the future. The implementation of administrative examination and approval efficiency assessment has promoted the implementation of the reform measures of the administrative examination and approval system, promoted the landing of concrete measures for the construction of service-oriented government, promoted the innovation of government management, and promoted the efficiency and service level of administrative examination and approval. It promotes the implementation of measures to facilitate the people and enterprises, and promotes the implementation of administrative effectiveness supervision and diligent and honest administration supervision.
