安徽省政務(wù)信息報(bào)送系統(tǒng)研究

【摘要】:隨著全社會(huì)信息化水平的快速發(fā)展,特別在網(wǎng)絡(luò)環(huán)境下,政府職能轉(zhuǎn)變力度的加大,安徽省政府決策對(duì)政務(wù)信息數(shù)量的需求越來(lái)越大,質(zhì)量要求也越來(lái)越高。但由于體制、網(wǎng)絡(luò)、隊(duì)伍、技術(shù)等方面原因,安徽省政務(wù)信息報(bào)送系統(tǒng)還存在著質(zhì)量不高、時(shí)效性不強(qiáng)、流動(dòng)障礙、高水平信息不足等一系列問題,影響著政務(wù)信息服務(wù)政府決策功能的充分發(fā)揮。本文以安徽省政務(wù)信息報(bào)送系統(tǒng)為研究對(duì)象,綜合運(yùn)用決策理論、系統(tǒng)論、信息論、傳播學(xué)、新公共管理理論、信息經(jīng)濟(jì)學(xué)等管理學(xué)知識(shí),采用文獻(xiàn)調(diào)查法、案例分析法、比較分析法、訪談法等方法,通過對(duì)政務(wù)信息的概念界定、要素及特征的分析入手,闡述了政務(wù)信息服務(wù)政府決策的功能。通過搜集資料、訪談?wù){(diào)查等方式,對(duì)安徽省政務(wù)信息報(bào)送系統(tǒng)的運(yùn)行情況進(jìn)行全方位、多角度的了解,對(duì)系統(tǒng)各構(gòu)成要素即組織架構(gòu)和網(wǎng)絡(luò)、隊(duì)伍、載體、制度以及技術(shù)建設(shè)等進(jìn)行分析,總結(jié)了當(dāng)前系統(tǒng)運(yùn)行所取得成效和經(jīng)驗(yàn)。 本文通過運(yùn)用相關(guān)管理理論,從工作實(shí)際出發(fā),結(jié)合國(guó)內(nèi)外經(jīng)驗(yàn),對(duì)完善和發(fā)展安徽省政務(wù)信息報(bào)送系統(tǒng)提出了對(duì)策建議: 一是實(shí)現(xiàn)政務(wù)信息網(wǎng)絡(luò)高質(zhì)量的全覆蓋。擴(kuò)大信息網(wǎng)絡(luò),首先要實(shí)現(xiàn)體制內(nèi)企事業(yè)組織的覆蓋,使社會(huì)各方面的情況都能掌握;其次,將一些非政府組織納入到政務(wù)信息的報(bào)送網(wǎng)絡(luò);第三,建立專家信息網(wǎng)絡(luò)。第四,完善省外信息網(wǎng)絡(luò)。同時(shí),加強(qiáng)信息網(wǎng)絡(luò)的管理,使之始終保持活力,高效運(yùn)行。 二是整合黨政信息資源。整合省委省政府辦公廳信息機(jī)構(gòu),合并服務(wù)于政府領(lǐng)導(dǎo)的信息刊物和信息隊(duì)伍,實(shí)行聯(lián)合考核等,從而開創(chuàng)信息工作新局面。 三是推進(jìn)政務(wù)信息標(biāo)準(zhǔn)化建設(shè)。在政務(wù)信息工作規(guī)則、目標(biāo)管理制度、信息收集和發(fā)布的利益驅(qū)動(dòng)機(jī)制、培訓(xùn)制度、考核機(jī)制和安全保密制度等方面,力求建立成熟、完整的制度體系,使政務(wù)信息供需銜接、適銷對(duì)路,為政務(wù)信息報(bào)送系統(tǒng)質(zhì)量運(yùn)轉(zhuǎn)提供保障。 四是加強(qiáng)信息技術(shù)的建設(shè)。加強(qiáng)政務(wù)信息數(shù)據(jù)庫(kù)建設(shè)、建立健全政務(wù)信息資源共享機(jī)制、處理好信息共享與信息安全的關(guān)系、提高政務(wù)信息網(wǎng)絡(luò)平臺(tái)智能化水平的建議。
[Abstract]:With the rapid development of the information level of the whole society, especially in the network environment, the change of government functions is increasing, the decision of Anhui provincial government needs more and more government information quantity, and the quality requirement is more and more high. However, due to the system, network, team, technology and other reasons, Anhui government information reporting system still has a series of problems, such as low quality, low timeliness, obstacles to flow, lack of high-level information, and so on. It affects the full play of government decision-making function of government information service. This paper takes Anhui Province government affairs information delivery system as the research object, synthetically uses the decision theory, the system theory, the information theory, the communication science, the new public management theory, the information economics and so on management knowledge, adopts the literature investigation method, the case analysis method, etc. By means of comparative analysis, interview and so on, this paper expounds the function of government information service government decision-making by analyzing the concept, elements and characteristics of government information. Through collecting information, interview and investigation, the operation of Anhui government affairs information reporting system is studied from all aspects and from many angles. The elements of the system are organizational structure and network, team, carrier, etc. The system and technology construction are analyzed, and the achievements and experiences of current system operation are summarized. By using the relevant management theory, starting from the work practice and combining the experience at home and abroad, this paper puts forward some countermeasures and suggestions for perfecting and developing the government affairs information delivery system in Anhui province. The first is to realize the high quality full coverage of the government affairs information network. To expand the information network, first of all, it is necessary to cover enterprises and institutions within the system so that all aspects of society can be grasped; secondly, to bring some non-governmental organizations into the reporting network of government affairs information; third, to establish an expert information network. Fourth, improve the information network outside the province. At the same time, strengthen the management of information network, make it always maintain vitality, efficient operation. Second, integrate the party and government information resources. The information organization of provincial party committee and provincial government general office should be integrated, the information publication and information team under the leadership of the government should be merged, and joint examination should be carried out so as to create a new situation of information work. Third, promote the construction of government information standardization. In the administrative information work rules, the target management system, the benefit driving mechanism of information collection and publication, the training system, the examination mechanism and the security and secrecy system, we strive to establish a mature and complete system to make the government information supply and demand link up. Marketable, for government information delivery system quality operation to provide protection. Fourth, strengthen the construction of information technology. To strengthen the construction of government information database, to establish and perfect the sharing mechanism of government information resources, to handle the relationship between information sharing and information security, and to improve the intelligence level of government information network platform.
