【摘要】：正公共決策是指公共管理機(jī)構(gòu)為實(shí)現(xiàn)公共利益就公共性問(wèn)題做出的決策。它是公共管理的首要環(huán)節(jié),貫穿于整個(gè)公共管理過(guò)程的始終。公共決策的本質(zhì)是滿足公眾的利益,必然要求在公共決策過(guò)程中吸納公眾參與、符合公眾的利益訴求。公民參與公共決策是保證滿足公眾的利益,實(shí)現(xiàn)公共決策民主化、科學(xué)化、法制化的突破口和重要途徑。胡錦濤同志在黨的十八大報(bào)告中指出,要完善協(xié)商民主制度和工作機(jī)制,推進(jìn)協(xié)商民主廣泛、多層、制度化發(fā)展,通過(guò)國(guó)家政權(quán)機(jī)關(guān)、政協(xié)組織、黨派團(tuán)體等渠道,
