【摘要】：產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)是現(xiàn)階段推進(jìn)產(chǎn)業(yè)健康發(fā)展的迫切要求,也是進(jìn)一步調(diào)整產(chǎn)業(yè)發(fā)展方向、促進(jìn)傳統(tǒng)優(yōu)勢(shì)工業(yè)轉(zhuǎn)型升級(jí)、促進(jìn)經(jīng)濟(jì)健康可持續(xù)發(fā)展的重要舉措。而產(chǎn)業(yè)轉(zhuǎn)型升級(jí)是目前我國(guó)經(jīng)濟(jì)實(shí)現(xiàn)持續(xù)穩(wěn)健發(fā)展的關(guān)鍵和支撐，是優(yōu)勢(shì)傳統(tǒng)產(chǎn)業(yè)保持健康發(fā)展的突破口和著力點(diǎn)。在實(shí)踐中，地方政府行為對(duì)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的影響是不言而喻的。從國(guó)內(nèi)外的產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的成功經(jīng)驗(yàn)可以看出，在產(chǎn)業(yè)轉(zhuǎn)型升級(jí)過(guò)程中，企業(yè)是轉(zhuǎn)型升級(jí)的主體，扮演著主要角色，但是政府發(fā)揮著宏觀調(diào)控的職能，是有力的推手。在一定意義上說(shuō)，對(duì)于產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)，政府起著主導(dǎo)性的作用。 本文以陽(yáng)江市的五金刀剪這一傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)為研究對(duì)象，重點(diǎn)探討產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中地方政府所發(fā)揮的作用。首先通過(guò)文獻(xiàn)研究，指出傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的必要性，再對(duì)政府及其職能部門在推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中的作用進(jìn)行綜述，為陽(yáng)江市政府推動(dòng)五金刀剪產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的必要性、重要性提供理論支撐；然后對(duì)五金刀剪產(chǎn)業(yè)的歷史形成、基本情況、轉(zhuǎn)型升級(jí)的目標(biāo)、取得的成效及存在的問(wèn)題進(jìn)行闡述，分析五金刀剪產(chǎn)業(yè)的現(xiàn)狀；隨后對(duì)陽(yáng)江市政府在推動(dòng)五金刀剪產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中發(fā)揮的規(guī)劃調(diào)節(jié)、政策導(dǎo)向作用進(jìn)行全面的總結(jié)分析，并對(duì)存在的不足進(jìn)行分析，如沒(méi)有出臺(tái)專門扶持五金刀剪企業(yè)轉(zhuǎn)型升級(jí)的優(yōu)惠政策，產(chǎn)業(yè)發(fā)展規(guī)劃制定不夠細(xì)化；政策扶持力度有待加大，在共性關(guān)鍵技術(shù)攻關(guān)、行業(yè)信息的捕捉等方面的支持和幫助不足；服務(wù)機(jī)制單一，服務(wù)企業(yè)意識(shí)有待增強(qiáng)；對(duì)產(chǎn)業(yè)的監(jiān)督管理力度有待加大等；接著對(duì)“市場(chǎng)失靈”、新公共管理理論、新公共服務(wù)理論、競(jìng)爭(zhēng)優(yōu)勢(shì)理論等理論從不同角度佐證政府推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的重要性及必要性，，并對(duì)廣東省東莞市、浙江省臺(tái)州市、日本政府、美國(guó)政府等國(guó)內(nèi)外政府在推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中的做法進(jìn)行了分析總結(jié)，提出政府在引導(dǎo)扶持產(chǎn)業(yè)轉(zhuǎn)型升級(jí)時(shí)要借鑒一些好經(jīng)驗(yàn)做法，如制定科學(xué)的產(chǎn)業(yè)政策、兼顧各類企業(yè)的發(fā)展、重視科學(xué)技術(shù)、注意循序漸進(jìn)等；最后，對(duì)陽(yáng)江市政府推動(dòng)五金刀剪產(chǎn)業(yè)轉(zhuǎn)型升級(jí)提出了建議，建議陽(yáng)江市政府要制定產(chǎn)業(yè)發(fā)展規(guī)劃、加大政策扶持力度、加大服務(wù)力度、加強(qiáng)監(jiān)督管理等，進(jìn)一步促進(jìn)五金刀剪產(chǎn)業(yè)轉(zhuǎn)型升級(jí)，助推經(jīng)濟(jì)發(fā)展。
[Abstract]:The transformation and upgrading of industry is an urgent requirement to promote the healthy development of industry at the present stage. It is also an important measure to further adjust the direction of industrial development, to promote the transformation and upgrading of traditional superior industries, and to promote the healthy and sustainable development of economy. The industrial transformation and upgrading is the key and support for the sustained and steady development of China's economy, and the breakthrough and focus for the healthy development of the superior traditional industries. In practice, the impact of local government behavior on industrial transformation and upgrading is self-evident. From the successful experience of industrial transformation and upgrading at home and abroad, it can be seen that in the process of industrial transformation and upgrading, enterprises are the main body of transformation and upgrading, playing a major role, but the government plays a role in macro-control and is a powerful force. In a sense, the government plays a leading role in industrial transformation and upgrading. This paper focuses on the role played by local governments in the transformation and upgrading of traditional industries in Yangjiang. First of all, the paper points out the necessity of traditional industry transformation and upgrading, and then summarizes the role of government and its functional departments in promoting industrial transformation and upgrading, which is the necessity of Yangjiang city government to promote the transformation and upgrading of hardware knife and scissors industry. The importance provides the theoretical support, then the history formation, the basic situation, the transformation and upgrade target, the achievement and the existing question of the hardware knife and scissors industry are expounded, and the present situation of the hardware knife and scissors industry is analyzed. Then the planning regulation and policy guidance function of Yangjiang City government in promoting the transformation and upgrading of hardware knife and scissors industry are summarized and analyzed comprehensively, and the shortcomings are analyzed. If there is no special preferential policy to support the transformation and upgrading of hardware knife and scissors enterprises, the industrial development planning is not detailed enough; the policy support needs to be strengthened to tackle the key problems in common key technologies. Lack of support and help in capturing industry information; single service mechanism, service enterprise awareness to be enhanced; supervision and management of industry need to be strengthened; then "market failure", new public management theory, etc. New public service theory, competitive advantage theory and other theories prove the importance and necessity of the government to promote the industrial transformation and upgrading from different angles, and to the Dongguan City of Guangdong Province, Taizhou City of Zhejiang Province, the Japanese government, The American government and other governments at home and abroad have analyzed and summarized the methods in promoting the industrial transformation and upgrading, and put forward that the government should draw lessons from some good experiences in guiding and supporting the industrial transformation and upgrading, such as formulating scientific industrial policies. Taking into account the development of all kinds of enterprises, attaching importance to science and technology, paying attention to gradual progress, etc. Finally, some suggestions are put forward for the Yangjiang City government to promote the transformation and upgrading of the hardware knife and scissors industry, and it is suggested that the Yangjiang municipal government should formulate an industrial development plan. Increase policy support, increase service, strengthen supervision and management, further promote the transformation and upgrading of hardware knife and scissors industry, promote economic development.
