【摘要】：隨著黑龍江省經(jīng)濟(jì)的不斷發(fā)展，黑龍江省的地方稅收也在呈逐年遞增的態(tài)勢(shì)，基于經(jīng)濟(jì)建設(shè)和稅務(wù)系統(tǒng)的內(nèi)部需求，近年來(lái)黑龍江省地稅系統(tǒng)的基本建設(shè)項(xiàng)目越來(lái)越多。黑龍江省地稅系統(tǒng)傳統(tǒng)的紙質(zhì)報(bào)表傳遞審批模式已經(jīng)越來(lái)越難滿足黑龍江省地稅系統(tǒng)的需要。為了實(shí)現(xiàn)黑龍江省地稅基建項(xiàng)目管理的程序化和科學(xué)化，減輕省局基建項(xiàng)目管理人員的工作負(fù)擔(dān)，開(kāi)發(fā)這樣一款項(xiàng)目庫(kù)管理系統(tǒng)已經(jīng)成為了省地稅局的迫切需求。 本論文首先對(duì)黑龍江省地稅基建項(xiàng)目庫(kù)管理系統(tǒng)的需求進(jìn)行了細(xì)致全面的分析，并對(duì)國(guó)內(nèi)外項(xiàng)目管理系統(tǒng)的發(fā)展和現(xiàn)狀進(jìn)行了介紹，對(duì)實(shí)現(xiàn)黑龍江省地稅基建項(xiàng)目庫(kù)管理系統(tǒng)的目的和意義進(jìn)行了闡述，本系統(tǒng)是面向公共管理的項(xiàng)目管理軟件，論述了設(shè)計(jì)和實(shí)現(xiàn)一個(gè)這樣的系統(tǒng)的必要性和重要性。 然后在需求的基礎(chǔ)上，對(duì)系統(tǒng)進(jìn)行了設(shè)計(jì)。本論文采用了B/S架構(gòu)模式，基于J2EE技術(shù)，應(yīng)用MVC三層模式設(shè)計(jì)。具體選用Struts框架進(jìn)行搭建，采用Jsp技術(shù)實(shí)現(xiàn)，前臺(tái)展示和填報(bào)的報(bào)表頁(yè)面主要應(yīng)用潤(rùn)乾報(bào)表工具實(shí)現(xiàn)，選用Weblogic作為系統(tǒng)服務(wù)器，Sybase作為系統(tǒng)數(shù)據(jù)庫(kù)，設(shè)計(jì)和實(shí)現(xiàn)了一個(gè)應(yīng)用于黑龍江省地稅系統(tǒng)的項(xiàng)目庫(kù)管理系統(tǒng)。主要實(shí)現(xiàn)了對(duì)基建項(xiàng)目從申報(bào)開(kāi)始到省局審批通過(guò)，進(jìn)入項(xiàng)目庫(kù)中存儲(chǔ)，，再到實(shí)際投資額達(dá)到預(yù)算投資總額而出庫(kù)的全活動(dòng)周期的管理功能，為黑龍江省地稅基建項(xiàng)目管理工作提供了一個(gè)程序化、標(biāo)準(zhǔn)化的申報(bào)、審批、管理的平臺(tái)。 系統(tǒng)主要應(yīng)用了Ajax技術(shù)來(lái)實(shí)現(xiàn)用戶操作頁(yè)面和報(bào)表填報(bào)頁(yè)面的局部更新和異步處理，并運(yùn)用了數(shù)據(jù)庫(kù)連接池技術(shù)對(duì)數(shù)據(jù)庫(kù)性能進(jìn)行了優(yōu)化，使系統(tǒng)更加穩(wěn)定、高效。目前，黑龍江省地稅基建項(xiàng)目庫(kù)管理系統(tǒng)已經(jīng)完成了開(kāi)發(fā)和測(cè)試，正式交付給了客戶黑龍江省地稅局使用，得到了黑龍江省地稅基建管理部門(mén)的認(rèn)可和好評(píng)。
[Abstract]:With the economic development of Heilongjiang Province, the local tax revenue in Heilongjiang Province is also increasing year by year. Based on the internal demand of economic construction and tax system, there are more and more capital construction projects of local tax system in Heilongjiang Province in recent years. It is more and more difficult to meet the needs of the land tax system of Heilongjiang Province by the traditional paper report transmission and approval mode of the land tax system in Heilongjiang Province. In order to realize the procedure and scientific management of local tax capital construction project in Heilongjiang province and lighten the work burden of provincial bureau capital construction project manager, it has become the urgent need of provincial local tax bureau to develop such a project library management system. In this paper, the requirements of the management system of the local tax capital construction project library in Heilongjiang Province are analyzed, and the development and present situation of the project management system at home and abroad are introduced. This paper expounds the purpose and significance of realizing the management system of land tax capital construction project database in Heilongjiang Province. This system is a project management software oriented to public management. The necessity and importance of designing and implementing such a system are discussed. Then on the basis of requirements, the system is designed. This paper adopts B / S architecture mode, based on J2EE technology, using MVC three-tier mode design. Struts frame is used to build, Jsp technology is used to realize, the report page displayed and filled in front desk is mainly realized by dry report tool, and Weblogic is chosen as system server, Sybase as system database. A project base management system is designed and implemented in Heilongjiang Province. It mainly realizes the management function of the whole activity cycle of the capital construction projects from the beginning of the declaration to the approval and approval of the provincial bureau, to the storage in the project library, and to the actual investment amount reaching the total amount of the budget investment and leaving the warehouse. It provides a program, standardized declaration, approval and management platform for the management of local tax infrastructure projects in Heilongjiang Province. The system mainly uses Ajax technology to realize the local update and asynchronous processing of user operation page and report page, and optimizes the database performance by using database connection pool technology, which makes the system more stable and efficient. At present, the management system of land tax capital construction project in Heilongjiang Province has been developed and tested, which has been formally delivered to the customer of Heilongjiang Provincial Land tax Bureau, and has been recognized and praised by Heilongjiang Provincial Land tax Infrastructure Management Department.
