上海市食品安全管理機構(gòu)改革的案例研究

【摘要】:食品安全是一個涉及國計民生的重大課題,上海市政府為此投入了巨大的人力、物力和財力。為了提升上海市食品安全管理機構(gòu)的績效水平,增強食品安全管理機構(gòu)的市場適應(yīng)性,在建設(shè)“服務(wù)型政府”和“透明性政府”的政策主導下,上海市政府對上海市食品安全管理機構(gòu)進行改革,并成立了上海市食品安全委員會來統(tǒng)一負責上海市的食品安全工作。新的機構(gòu)建設(shè)和運行近2年來取得了一定的成效,但食品安全事件并沒有杜絕,在某些食品領(lǐng)域還相繼發(fā)生了諸多嚴重的食品安全事件。諸如染色饅頭,光明變質(zhì)奶等。改革實施后,食品安全問題依然存在,其中的原因是什么? 近年來,政府及食品領(lǐng)域的專家、學者對食品安全做了諸多研究,取得了一定成果,在部分食品領(lǐng)域的管理也逐漸加強,食品安全形勢開始好轉(zhuǎn),,但并沒有根本解決食品安全問題。通過學習和研究發(fā)現(xiàn),目前大多數(shù)的食品安全研究對象是食品的生產(chǎn)者和流通者,對于食品安全中起主動監(jiān)管責任主體的食品安全管理機構(gòu)研究較少,這也為本文的研究啟發(fā)了思路,從而確立了本文的研究對象為食品安全管理機構(gòu)。上海市食品安全管理機構(gòu)的改革為本文的研究提供了良好的契機,因此本文就針對上海市食品安全管理機構(gòu)改革為研究案例,分析機構(gòu)改革的不足之處并提出改進性建議。 本文通過對上海市食品安全管理機構(gòu)改革的驅(qū)動力分析、市場適應(yīng)性分析和績效分析,深入剖析了上海市食品安全管理機構(gòu)改革中存在的深層次問題。通過國內(nèi)外食品安全管理機構(gòu)建設(shè)的比較研究,發(fā)現(xiàn)并借鑒了國外發(fā)達國家食品安全管理機構(gòu)建設(shè)的先進經(jīng)驗,諸如獨立性,高效率,低成本,公民參與,法制化和以人為本的服務(wù)理念等。并根據(jù)政府流程再造理論、服務(wù)型政府和透明政府理論以及公共治理理論,對上海市食品安全管理機構(gòu)自身驅(qū)動力不足的原因和其與市場不相適應(yīng)的原因以及績效不足的原因提出了針對性的建議。希望這些建議能夠為上海市建設(shè)成全國食品最安全城市有所益處。
[Abstract]:Food safety is a major issue concerning the national economy and the people's livelihood, for which the Shanghai Municipal Government has invested enormous manpower, material and financial resources. In order to improve the performance level of Shanghai food safety management agencies and enhance the market adaptability of food safety management agencies, under the guidance of the policy of "service-oriented government" and "transparent government", The Shanghai Municipal Government has reformed the Shanghai Food Safety Administration and set up the Shanghai Food Safety Committee to unify the work of food safety in Shanghai. The establishment and operation of new institutions have achieved some results in the past two years, but food safety incidents have not been eliminated, and many serious food safety incidents have occurred in some food fields. Such as dyed steamed bread, bright deterioration of milk and so on. After the implementation of the reform, food safety problems still exist, what is the reason? In recent years, the government, experts and scholars in the field of food have done a lot of research on food safety, achieved certain results, and gradually strengthened the management in some food fields, and the situation of food safety has begun to improve. However, there is no fundamental solution to the food safety problem. Through study and research, it is found that most of the current research objects of food safety are food producers and circulators, and there is less research on food safety management agencies that take the initiative to supervise and control the main body of food safety. It also enlightens the research of this paper, and establishes the research object of this paper as the food safety management organization. The reform of Shanghai food safety management organization provides a good opportunity for the research of this paper. Therefore, this paper analyzes the deficiencies of the reform of Shanghai food safety management organization as a case study and puts forward some suggestions for improvement. Based on the analysis of the driving force, market adaptability and performance of the reform of food safety management organization in Shanghai, this paper deeply analyzes the deep-seated problems existing in the reform of Shanghai food safety management organization. Through the comparative study of food safety management organization construction at home and abroad, we find and learn from the advanced experience of food safety management organization construction in developed countries, such as independence, high efficiency, low cost, citizen participation. Legal system and people-oriented service concept. And according to the theory of government process reengineering, the theory of service-oriented government and transparent government, and the theory of public governance, Some suggestions are put forward on the reasons of insufficient driving force of Shanghai food safety management organization, the reason that it does not adapt to the market and the reason of insufficient performance. I hope these suggestions will benefit Shanghai to become the safest food city in the country.
