【摘要】：正大家下午好!非常感謝給我機會來參加這個公共管理高峰論壇。非常高興我們能夠?qū)Υ嬖诘膯栴}有共同的解決方式。改革就像是我們的靈魂一樣,而改革一開始就離不開這樣的論壇。下面給大家講一下經(jīng)合組織國家的改革現(xiàn)狀。如果大家看一下改革的歷程,就會發(fā)現(xiàn)公共服務和公共服務的質(zhì)量其實是非常重要的。尤其是在經(jīng)濟和財政危機的當下,保持一個良好的公共服務水平是非常重要的。另外一個問題就是要提高政策的有效性。因為政策的有效性和制度是否發(fā)揮作用是直接相關(guān)的。第三個就是公開性和透明度。就是說要防止腐敗的發(fā)生,要求公民機構(gòu)和非政府機構(gòu)
