【摘要】：政務(wù)微博是現(xiàn)代網(wǎng)絡(luò)技術(shù)與建設(shè)服務(wù)型政府、創(chuàng)新型政府、誠(chéng)信政府的有機(jī)結(jié)合。政務(wù)微博通過其先天性優(yōu)勢(shì)、"蝴蝶效應(yīng)"和"長(zhǎng)尾效應(yīng)",對(duì)公共管理形成獨(dú)特的作用機(jī)理,對(duì)社會(huì)管理創(chuàng)新與公共管理效能的提高意義重大。政務(wù)微博參與公共管理的有效性取決于四方面的條件,即政府機(jī)構(gòu)、官員在參與過程中能否充分發(fā)揮各自的角色作用,體察民情民意,實(shí)踐網(wǎng)絡(luò)問政;能否有針對(duì)性地將不同類型的政務(wù)微博應(yīng)用到公共管理實(shí)踐,以避免政務(wù)微博內(nèi)容的形式化;開展政務(wù)微博的制度保障機(jī)制是否健全,以規(guī)避政務(wù)微博應(yīng)用主體不作為等行為;能否以先進(jìn)經(jīng)驗(yàn)和方式為指導(dǎo),以明晰政務(wù)微博參與公共管理的思路。
[Abstract]:Government Weibo is an organic combination of modern network technology and construction of service-oriented government, innovative government and honest government. Through its inherent advantages, "butterfly effect" and "long-tail effect", government Weibo forms a unique mechanism for public management, and is of great significance to the innovation of social management and the improvement of public administration efficiency. The effectiveness of government Weibo participation in public management depends on four aspects: government agencies, officials in the process of participation can fully play their roles, understand the people's feelings and public opinion, practice network governance; Whether the different types of government Weibo can be applied to the practice of public administration in order to avoid the formalization of the content of the government affairs Weibo, whether the system guarantee mechanism of the government affairs Weibo is perfect or not, in order to avoid the behavior such as the omission of the subject of the government affairs Weibo application, etc. Whether take the advanced experience and the way as the instruction, in order to clarify the government affairs Weibo to participate in the public management thought.
