【摘要】：本文在明確屬性、闡述價值和分析特點的基礎(chǔ)上,力圖證明公共資源管理與公共服務(wù)管理、公共安全管理一樣,是政府的一項基本職能;本文通過公共資源管理與公共管理一級學(xué)科、與土地資源管理的比較分析以及理論供給判斷,積極呼吁公共資源管理應(yīng)該成為公共管理一級學(xué)科之下的二級學(xué)科;本文從整體性治理的視角,對內(nèi)部整合和外部協(xié)同的公共資源管理兩種類型提出了最新思考;本文在確認(rèn)監(jiān)管對象和監(jiān)管手段的基礎(chǔ)上,提出實現(xiàn)公共資源管理目標(biāo)和可持續(xù)發(fā)展戰(zhàn)略,最重要的是理順中央與地方、執(zhí)法權(quán)與收益權(quán)的關(guān)系,建立兩者之間的平衡機(jī)制。同時,還必須理順政府與社會的關(guān)系。
[Abstract]:On the basis of defining the attributes, expounding the value and analyzing the characteristics, this paper tries to prove that the management of public resources is a basic function of the government as well as the management of public service and public security. Through the comparative analysis of public resource management and public management, the comparative analysis with land resource management and the theory supply judgment, this paper makes an active appeal that public resource management should become a secondary subject under the first level discipline of public management. From the perspective of holistic governance, this paper puts forward the latest thinking on the two types of internal integration and external collaborative public resource management, and on the basis of confirming the regulatory object and means, In order to realize the goal of public resource management and the strategy of sustainable development, the most important thing is to straighten out the relationship between the central and local authorities, the power of law enforcement and the right of income, and to establish a balance mechanism between the two. At the same time, we must straighten out the relationship between government and society.
