【摘要】：正一、社會系統(tǒng)關系中的網絡謠言網絡謠言是指以互聯(lián)網為媒介在網絡社會行動者間私下流傳的、未經官方證實的事件。謠言以文字、圖片、影音等多元方式被網民接受與傳遞,不僅提高了謠言的"可信"程度,也使自媒體與大眾媒體進行著權力博弈。當虛擬公共空間與現(xiàn)實話語空間的信息博弈對社會系統(tǒng)的核心價值與運行功能提出嚴峻挑戰(zhàn),要求危機管理者在巨大時間壓力與心理壓力下,盡快做出正確的決策時,網絡謠言事件即升級為網絡謠言危機。網絡謠言危機通常以重大突發(fā)網絡謠言事件為標志,其本質上是在公共管理主體日益多元化的背景下,不同利益群體試圖將累積的矛盾以互聯(lián)網為媒介,通過非常規(guī)的方式促進政府部門對相關問題加以解決。但作為一種具有高度不確定性的情境,網絡謠言事件的發(fā)
