【摘要】：摘要：本文是以成都市的公共體育服務(wù)構(gòu)建為主要研究對(duì)象,在研究過(guò)程中充分考慮到了成都市作為西部的重要城市,在各項(xiàng)社會(huì)改革中具有很強(qiáng)的示范作用,在城市的社會(huì)管理中也一樣具有這樣的作用。因此本文重點(diǎn)是通過(guò)成都市在公共體育服務(wù)中的構(gòu)建研究來(lái)探討西部地區(qū)在這方面的經(jīng)驗(yàn)與做法。本文在研究過(guò)程中首先是研究公共體育服務(wù)的理論,在結(jié)合成都市的現(xiàn)實(shí)情況,實(shí)際的構(gòu)建成效,以及在構(gòu)建中存在的問(wèn)題,最后在結(jié)合這些問(wèn)題提出政策建議。 本文的第一章主要是論文的緒論,交待本文的研究背景、研究目的和研究意義,并且通過(guò)文獻(xiàn)搜集的方法將國(guó)內(nèi)外對(duì)公共體育服務(wù)的研究現(xiàn)狀進(jìn)行了整理和闡述,為文章下一步的研究奠定基礎(chǔ)。第二章是文章的理論基礎(chǔ)階段,文章通過(guò)對(duì)公共體育服務(wù)的形成過(guò)程,公共管理理論的形成,公共體育服務(wù)的概念、內(nèi)涵以及作用都進(jìn)行了細(xì)致的論述,為下文的分析奠定了良好的理論基礎(chǔ)。第三章中,本文重點(diǎn)關(guān)注了成都市對(duì)公共體育服務(wù)中的需求,包括成都市居民對(duì)體育鍛煉的需求以及成都市構(gòu)建公共體育服務(wù)的必要性分析。第四章介紹成都市構(gòu)建公共體育服務(wù)的現(xiàn)狀,從政府行政組織、政策保障、體育活動(dòng)開(kāi)展、體育設(shè)施建設(shè)情況等了解成都市的現(xiàn)狀。第五章,本文主要探討了成都市在構(gòu)建公共體育服務(wù)中存在的不足之后,雖然成都市在構(gòu)建服務(wù)中取得了很大的成績(jī),但是仍存在一些問(wèn)題,這些問(wèn)題也制約了公共體育服務(wù)的推廣。第六章,在了解成都市存在的不足之后,本文提出了成都市完善公共體育服務(wù)的一些政策建議。 由于時(shí)間關(guān)系以及作者的研究能力問(wèn)題,本文的研究中存在許多的不足,主要表現(xiàn)在文章的理論研究尚不深刻。由于今后我國(guó)政府職能的轉(zhuǎn)變,關(guān)于公共體育服務(wù)的研究將會(huì)越來(lái)越多。
[Abstract]:Abstract: this paper takes the construction of public sports service in Chengdu as the main research object, fully considers Chengdu as an important city in the west of China, and plays a strong role in the social reform. The same is true of the social management of the city. Therefore, this paper focuses on the study of the construction of Chengdu in public sports services to explore the experience and practice in this area in the western region. This paper first studies the theory of public sports service, combining the reality of Chengdu, the actual construction results, as well as the problems in the construction, and finally puts forward policy recommendations in combination with these problems. The first chapter of this paper is the introduction of the paper, the research background, purpose and significance of the study, and through the method of literature collection, the research status of public sports services at home and abroad are summarized and expounded. To lay a foundation for the next research. The second chapter is the theoretical basis of the article, the article through the formation of public sports services, the formation of public management theory, the concept, connotation and role of public sports services are discussed in detail. It lays a good theoretical foundation for the analysis below. In the third chapter, this paper focuses on Chengdu's demand for public sports service, including Chengdu residents' demand for physical exercise and the necessity analysis of Chengdu's construction of public sports service. The fourth chapter introduces the present situation of constructing the public sports service in Chengdu, from the government administration organization, the policy guarantee, the sports activity development, the sports facility construction and so on, understands the Chengdu present situation. In the fifth chapter, this paper mainly discusses the deficiency of Chengdu in the construction of public sports services, although Chengdu has made great achievements in the construction of services, but there are still some problems. These problems also restrict the promotion of public sports services. Chapter six, after understanding the deficiency of Chengdu, this paper puts forward some policy suggestions on how to perfect the public sports service in Chengdu. Because of the time relation and the author's research ability, there are many shortcomings in the research of this paper, mainly because the theoretical research of this paper is not deep. Due to the change of government function in the future, the research on public sports service will be more and more.
