高速公路特許經(jīng)營模式問題研究

【摘要】:高速公路已成為現(xiàn)代化進(jìn)程的重要組成部分和標(biāo)志,在一個國家或地區(qū)的經(jīng)濟發(fā)展與社會進(jìn)步過程中起著至關(guān)重要的作用!吨腥A人民共和國國民經(jīng)濟和社會發(fā)展的第十二個五年規(guī)劃》提出了高速公路發(fā)展應(yīng)該遵照“適度、超前”的發(fā)展原則。因此,展開對高速公路基本經(jīng)濟屬性和相關(guān)經(jīng)營模式的全面系統(tǒng)的研究,探索高速公路又好又快發(fā)展的新渠道,為豐富我國高速公路項目建設(shè)的相關(guān)理論體系和加快完善我國的綜合性交通運輸系統(tǒng)具有重大的理論價值和現(xiàn)實意義。 本文主題內(nèi)容分為七個部分,第一部分從追溯道路的發(fā)展歷史開始,以人類社會文明發(fā)展的漸近模式完成從原始道路向高速公路發(fā)展歷程的歷史簡介,隨后介紹了本文的研究背景、意義,研究的對象與方法,最后簡要介紹了文章的大致內(nèi)容與框架。第二部分從國內(nèi)和國外兩個維度,闡述了高速公路特許經(jīng)營模式的理論研究情況。在第三部分中,筆者首先通過對高速公路的多重屬性的逐一分析研究,然后從公共管理理論的視角出發(fā),對高速公路的不同供給方式做全面分析,探討了有效的高速公路供給模式。高速公路無論是采取單純的公共提供模式還是完全的市場提供模式,都各有利弊、不是最有效率的提供模式。研究成果顯示,高速公路的混合提供模式一方面可以在籌融資、運營管理上充分發(fā)揮市場機制的有點,另一方面又可以通過政府的監(jiān)督管理與正確引導(dǎo),同時發(fā)揮出公共提供與市場提供的優(yōu)勢,并最大程度規(guī)避各自的缺點。 在第四部分中,筆者重點對高速公路特許經(jīng)營模式的應(yīng)用情況進(jìn)行探討。首先介紹特許經(jīng)營模式理論及其在國外高速公路行業(yè)中的應(yīng)用,得到了國外高速公路特許經(jīng)營模式的啟示與借鑒,最后簡述我國高速公路的發(fā)展歷史及現(xiàn)狀,并對四川省近年來的高速公路特許經(jīng)營模式發(fā)展?fàn)顩r進(jìn)行了描述。第五部分研究我國高速公路行業(yè)特許經(jīng)營模式存在的問題,第六部分提出解決相關(guān)問題的具體政策建議。結(jié)論部分,主要對本文的研究進(jìn)行了最終闡述并總結(jié)了本文的研究成果。 本文的創(chuàng)新點在于運用公共管理學(xué)及公共經(jīng)濟學(xué)相關(guān)基礎(chǔ)理論全面分析高速公路的多重經(jīng)濟屬性,并將其經(jīng)濟屬性作為探討相關(guān)實踐操作的基礎(chǔ),將相關(guān)基礎(chǔ)理論運用到具體實踐分析中去。
[Abstract]:The highway has become an important part and symbol of the modernization process. The Twelfth Five-Year Plan for the National Economic and Social Development of the people's Republic of China states that highway development should be carried out in moderation. The principle of "advance" Therefore, we should carry out a comprehensive and systematic study of the basic economic attributes and related business models of expressways, and explore new channels for the sound and rapid development of expressways. It is of great theoretical value and practical significance to enrich the relevant theoretical system of expressway project construction in China and to accelerate the improvement of our country's comprehensive transportation system. The theme of this paper is divided into seven parts. The first part begins with the history of tracing the development of the road and completes the history of the development from the original road to the highway with the asymptotic model of the development of human society civilization. Then it introduces the research background, significance, object and method of this paper, and finally briefly introduces the general content and framework of the paper. The second part expounds the theoretical research of expressway franchise mode from domestic and foreign dimensions. In the third part, the author first analyzes the multi-attribute of freeway one by one, and then from the perspective of public management theory, makes a comprehensive analysis of different supply modes of expressway. The effective expressway supply mode is discussed. Expressway is not the most efficient mode of providing, whether it adopts a simple mode of public provision or a complete mode of market provision. The research results show that, on the one hand, the mixed supply mode of expressway can give full play to the market mechanism on the one hand, and the operation management can give full play to the market mechanism on the other hand, it can also be supervised and correctly guided by the government. At the same time, give play to the advantages of public provision and market, and avoid their shortcomings to the greatest extent. In the fourth part, the author focuses on the application of expressway franchise mode. This paper first introduces the theory of franchise management mode and its application in the foreign expressway industry, and gets the inspiration and reference of the foreign expressway franchise management mode. Finally, it briefly describes the history and present situation of the expressway development in our country. The paper also describes the development of expressway franchise mode in Sichuan province in recent years. The fifth part studies the problems existing in the franchising mode of expressway industry in China, and the sixth part puts forward specific policy suggestions to solve the related problems. In the conclusion part, the research of this paper is discussed and the research results are summarized. The innovation of this paper lies in the comprehensive analysis of the multiple economic attributes of freeway by using the relevant basic theories of public management and public economics, and taking the economic attributes as the basis of discussing the relevant practical operation. Apply relevant basic theories to practical analysis.
