【摘要】:我國的政務(wù)服務(wù)中心是伴隨著改革開放進程不斷創(chuàng)新發(fā)展的時代產(chǎn)物,它順應(yīng)了提高行政效能、改善發(fā)展環(huán)境的社會需求,自下而上地創(chuàng)新改革行政審批體制,為經(jīng)濟社會發(fā)展服務(wù),取得了非凡的成果,為轉(zhuǎn)變政府職能、建設(shè)服務(wù)型政府做出了積極的貢獻,在新的時期,政務(wù)服務(wù)中心也必將擔(dān)當(dāng)時代賦予的更多的發(fā)展任務(wù)和新的歷史使命。本論文緊緊圍繞如何加快發(fā)展政務(wù)服務(wù)中心這個命題,從理論到實踐對政務(wù)服務(wù)中心進行了全面的研究。為了使研究更加深入,論文選取阜陽市政務(wù)服務(wù)中心作為研究案例,首先就研究的背景、研究的意義和國內(nèi)外研究現(xiàn)狀作了說明,對研究個案的典型代表性進行了重點分析,并說明了研究思路和方法。論文的第二章主要介紹政務(wù)服務(wù)中心的理論支撐,分為馬克思公共服務(wù)理論、新公共管理理論和新公共服務(wù)理論三個部分。論文第三章對阜陽政務(wù)服務(wù)中心的現(xiàn)狀進行了闡述,先介紹我國政務(wù)中心發(fā)展歷史的回顧和阜陽政務(wù)服務(wù)中心的特殊背景,然后全面說明阜陽政務(wù)服務(wù)中心的機構(gòu)、人員、運行機制和取得的業(yè)績。論文的最后兩章按照提出問題、分析問題、解決問題的研究思路,就存在的觀念問題、體制機制問題、電子政務(wù)問題進行了全面剖析,最后,針對三個共性問題提出了對策建議,以期為政務(wù)服務(wù)中心的又好又快發(fā)展提供借鑒。
[Abstract]:The government affairs service center of our country is the result of the continuous innovation and development along with the reform and opening up process. It conforms to the social demand of improving the administrative efficiency and improving the development environment, and innovates and reforms the administrative examination and approval system from the bottom up. We have achieved remarkable results in serving economic and social development, made positive contributions to the transformation of government functions and the construction of service-oriented governments, and have made positive contributions in the new period. Government-affairs service center will also be entrusted by the times more development tasks and new historical missions. This paper focuses on how to speed up the development of government service center, from theory to practice, a comprehensive study of government service center. In order to make the research more in-depth, the paper selects Fuyang City Government Affairs Service Center as the research case, first of all, explains the research background, the research significance and the domestic and foreign research present situation, has carried on the key analysis to the typical representative of the research case. The research ideas and methods are also explained. The second chapter mainly introduces the theoretical support of the government service center, which is divided into three parts: Marx's public service theory, the new public management theory and the new public service theory. The third chapter describes the current situation of Fuyang government service center, first introduces the development history of our government affairs center and the special background of Fuyang government service center, and then explains the organization and personnel of Fuyang government service center. Operational mechanism and performance achieved. In the last two chapters of the paper, according to the research ideas of putting forward problems, analyzing problems and solving problems, the author makes a comprehensive analysis on the problems of concept, system and mechanism, and E-government. This paper puts forward some countermeasures and suggestions in view of the three common problems, in order to provide reference for the good and rapid development of the government service center.
