【摘要】：經(jīng)濟全球化和科技發(fā)展的日新月異使競爭的內(nèi)涵發(fā)生了顯著變化，競爭情報已成為繼資金、技術(shù)和人才之后推動企業(yè)乃至區(qū)域經(jīng)濟發(fā)展的第四要素和力量，政府和企業(yè)對競爭情報的需求促使關(guān)于競爭情報的研究與服務(wù)成為新的熱點。本研究立足黑龍江省科技情報機構(gòu)公益性的特質(zhì)，以公共管理和服務(wù)的視角，從競爭情報、競爭情報服務(wù)及競爭情報服務(wù)體系的內(nèi)涵、特征與功能出發(fā)，在分析黑龍江省競爭情報服務(wù)需求的基礎(chǔ)上，提出了構(gòu)建黑龍江省科技情報機構(gòu)競爭情報服務(wù)體系的設(shè)想，，從組織機構(gòu)、制度設(shè)置、人員配置三個方面論述了黑龍江省科技情報機構(gòu)競爭情報服務(wù)體系的構(gòu)建，并對該服務(wù)體系的構(gòu)建目標(biāo)與原則及運行機制與保障進行了系統(tǒng)的論述。
[Abstract]:With the rapid development of economic globalization and the rapid development of science and technology, the connotation of competition has undergone remarkable changes. Competitive intelligence has become the fourth factor and power to promote the development of enterprises and even regional economy after funds, technology and talents. The demand of government and enterprises for competitive intelligence makes the research and service of competitive intelligence become a new hot spot. This study is based on the commonweal characteristics of the scientific and technological intelligence organizations in Heilongjiang Province. From the perspective of public management and service, this study proceeds from the connotation, characteristics and functions of competitive intelligence, competitive intelligence services and competitive intelligence service systems. On the basis of analyzing the demand of competitive intelligence service in Heilongjiang Province, this paper puts forward the idea of constructing the competitive intelligence service system of science and technology intelligence organizations in Heilongjiang Province, and sets up the organization and system. This paper discusses the construction of competitive intelligence service system of scientific and technological intelligence institutions in Heilongjiang Province from three aspects of personnel allocation, and discusses systematically the objectives and principles of the construction of the service system, as well as its operational mechanism and guarantee.
