【摘要】:創(chuàng)新是一個民族進(jìn)步的靈魂,是國家興旺發(fā)達(dá)的不竭動力?萍际堑谝簧a(chǎn)力,人才是第一資源。隨著全球化、信息化與知識化的進(jìn)展,競爭的范圍迅速擴(kuò)大,競爭的程度空前加劇,誰能取得競爭優(yōu)勢?實(shí)踐證明,是那些占據(jù)人才優(yōu)勢的國家、地區(qū)和企業(yè)。地區(qū)要發(fā)展、社會要進(jìn)步都依賴于人才,依賴于對現(xiàn)有人才能力和潛力的開發(fā),依賴于對外來人才的吸引?萍既瞬殴芾硎钦芾砺毮艿闹匾M成部分。地方科技人才的管理包含人才引進(jìn)、人才培養(yǎng)、人才使用等諸多方面。如何通過政府這只有形的手,打造一支數(shù)量充足、結(jié)構(gòu)合理、素質(zhì)優(yōu)良的高水平科技人才隊(duì)伍,讓他們在經(jīng)濟(jì)社會發(fā)展中充分發(fā)揮第一資源作用,是當(dāng)前地方政府科技人才管理工作急需解決的問題。本文以泰安市泰山區(qū)科技人才現(xiàn)狀為實(shí)證,本著理論與實(shí)際相結(jié)合的原則,通過大量的調(diào)查研究,深入分析了該區(qū)科技人才管理主要內(nèi)容及取得成效、存在的問題及成因,吸取借鑒發(fā)達(dá)國家和國內(nèi)先進(jìn)城市的科技人才管理經(jīng)驗(yàn),經(jīng)過科學(xué)論證以后,在實(shí)踐中發(fā)現(xiàn)不足,進(jìn)行反復(fù)修正,提出完善科技人才的對策和建議。希望本文能對改善泰安市泰山區(qū)科技人才管理起到一定的幫助作用,同時對其他存在類似問題的地區(qū)也具有一定的實(shí)踐意義。
[Abstract]:Innovation is the soul of a nation's progress and the inexhaustible power of national prosperity. Technology is the first productive force, talent is the first resource. With the development of globalization, information and knowledge, the scope of competition expands rapidly and the degree of competition intensifies. Who can obtain the competitive advantage? Practice has proved that those who occupy the advantage of talent countries, regions and enterprises. Regional development and social progress depend on talents, the ability and potential of existing talents, and the attraction of foreign talents. The management of scientific and technological talents is an important part of government management function. The management of local scientific and technological talents includes the introduction of talents, the cultivation of talents, the use of talents and so on. How to build a contingent of high-level scientific and technological personnel with sufficient quantity, reasonable structure and excellent quality through the tangible hand of the government, so that they can fully play the role of the first resource in the economic and social development? Is the current local government science and technology talent management work urgently needs to solve the problem. Based on the present situation of scientific and technological talents in Taishan District of Taian City, this paper, based on the principle of combining theory with practice, through a great deal of investigation and research, deeply analyzes the main contents, achievements, problems and causes of scientific and technological talent management in this area. This paper draws lessons from the experience of scientific and technological talents management in developed countries and advanced cities in China, after scientific argumentation, finds the deficiencies in practice, revises them repeatedly, and puts forward some countermeasures and suggestions for perfecting scientific and technological talents. It is hoped that this paper can help to improve the management of scientific and technological talents in Taishan District of Taian City, and at the same time, it has certain practical significance to other areas with similar problems.
