陽江市社會組織發(fā)展中的政府責(zé)任研究

【摘要】:當(dāng)前,中國社會正處于轉(zhuǎn)型升級時(shí)期。在這關(guān)鍵時(shí)期,政府對社會管理的舉措直接影響著經(jīng)濟(jì)發(fā)展的進(jìn)程。眾多的研究表明,社會組織是社會轉(zhuǎn)型升級時(shí)期社會促動政府積極轉(zhuǎn)型、社會健康發(fā)展的一個(gè)很重要因素。當(dāng)前,政府的職能調(diào)整以及服務(wù)型的政府構(gòu)建的需求政府主導(dǎo)與社會組織構(gòu)建一種良性合作互助的關(guān)系,政府與社會組織合作的關(guān)系更重要體現(xiàn)在政府轉(zhuǎn)移社會管理職能承接的主體是社會組織。社會組織在發(fā)展的初級階段,需要政府的引導(dǎo)培育和扶持,,才能更好地強(qiáng)化社會組織本身的功能,這里就凸顯出了政府對社會組織發(fā)展存在一種責(zé)任關(guān)系。論文研究將視野定位在社會組織發(fā)展正處于初級階段的廣東省粵西片欠發(fā)達(dá)城市陽江市,主要通過研究陽江各級政府在社會組織的發(fā)展中的相關(guān)責(zé)任,并為地方政府在培育發(fā)展社會組織工作中提供參考。論文研究為正確理解陽江社會組織發(fā)展的基本情況,處理好政府與社會組織的關(guān)系,明確社會組織的功能作用以及定位社會組織發(fā)展中的政府責(zé)任提供了一定的參考依據(jù)。 論文通過分析陽江市社會組織發(fā)展的現(xiàn)狀及存在問題,認(rèn)為陽江市社會組織發(fā)展中存在社會組織專業(yè)人才缺乏、缺乏資金保障、組織自身功能不強(qiáng)、制度不健全、行政色彩濃、社會認(rèn)同感不高等問題,從社會組織內(nèi)部和外部分析了問題存在的主要原因。在充分借鑒國內(nèi)外的相關(guān)經(jīng)驗(yàn)的基礎(chǔ)上,應(yīng)用可持續(xù)發(fā)展理論、公共政策學(xué)、公共管理學(xué)、經(jīng)濟(jì)學(xué)、社會學(xué)等知識理論,從公共管理、公共政策、公共服務(wù)、文化建設(shè)等方面收入,論證了陽江市政府在推動社會組織建設(shè)的政府行為和相關(guān)責(zé)任,提出從制度建設(shè)、組織健全、人才培育、資金保障、職能轉(zhuǎn)移等多方面扶持發(fā)展社會組織,為陽江市服務(wù)型政府的創(chuàng)建、和諧社會建設(shè)提供參考和借鑒。
[Abstract]:At present, Chinese society is in the period of transformation and upgrading. In this critical period, the government's social management measures directly affect the process of economic development. Many studies show that social organization is a very important factor to promote the positive transformation of government and the healthy development of society in the period of social transformation and upgrading. At present, the function adjustment of the government and the demand of the service-oriented government construct the relationship between the government leading and the social organization constructing a kind of benign cooperation and mutual aid. The relationship between government and social organization is more important because the main body of government transferring social management function is social organization. In the primary stage of development, social organizations need the guidance and support of the government in order to better strengthen the function of social organizations, which highlights the existence of a responsibility relationship between the government and the development of social organizations. This paper focuses on Yangjiang City, an underdeveloped city in Guangdong Province where the development of social organizations is in its infancy, mainly through the study of the responsibility of the governments at all levels in the development of social organizations. And for the local government in the cultivation and development of social organizations to provide reference. This paper provides a certain reference basis for correctly understanding the basic situation of the development of Yangjiang social organization, dealing with the relationship between the government and the social organization, clarifying the function of the social organization and positioning the government responsibility in the development of the social organization. By analyzing the present situation and existing problems of the development of social organization in Yangjiang, the author thinks that there are lack of professional talents of social organization, lack of fund guarantee, weak function of organization, imperfect system and strong administrative color in the development of social organization in Yangjiang. The problems of low social identity are analyzed from the internal and external aspects of social organizations. Based on the relevant experience at home and abroad, applying the theory of sustainable development, public policy, public management, economics, sociology and other knowledge theories, from the public management, public policy, public service, In terms of income from cultural construction and other aspects, this paper demonstrates the government behavior and related responsibilities of the Yangjiang government in promoting the construction of social organizations, and puts forward the following points: system construction, organization improvement, talent training, capital guarantee, The transfer of functions and other aspects to support the development of social organizations, for the establishment of a service-oriented government in Yangjiang, the construction of a harmonious society to provide reference and reference.
