【摘要】：內(nèi)容摘要：政府績(jī)效評(píng)估,興起于西方國(guó)家,并在近幾十年的實(shí)踐中取得了比較好的效果。自上世紀(jì)90年代以來(lái),我國(guó)各級(jí)地方政府積極學(xué)習(xí)并引進(jìn)這一先進(jìn)管理模式,開(kāi)展政府工作目標(biāo)績(jī)效考評(píng),這對(duì)于提高政府管理效能,加快建設(shè)服務(wù)型政府,都具有十分重要的促進(jìn)作用。如何結(jié)合各級(jí)地方政府實(shí)際,開(kāi)展好績(jī)效評(píng)估,充分調(diào)動(dòng)對(duì)被考評(píng)對(duì)象的積極性,促進(jìn)各級(jí)地方政府進(jìn)一步轉(zhuǎn)變職能,是深化我國(guó)政治體制改革的重大問(wèn)題。本論文以我國(guó)東北地區(qū)的沈陽(yáng)市政府為研究對(duì)象,通過(guò)文獻(xiàn)研究、個(gè)案研究、實(shí)地調(diào)查與實(shí)證分析等方法,深入剖析沈陽(yáng)市政府實(shí)施績(jī)效管理的特色和經(jīng)驗(yàn),希望為各級(jí)地方政府探索科學(xué)、合理、公正、高效的績(jī)效考評(píng)路徑,提供有益借鑒。
[Abstract]:Abstract: government performance evaluation, rising in western countries, has achieved good results in recent decades. Since the 1990s, local governments at all levels in our country have actively studied and introduced this advanced management model and carried out the performance appraisal of government work objectives, which will improve the efficiency of government management and speed up the construction of service-oriented government. All have very important promotion function. How to combine the actual situation of local government at all levels, how to carry out the performance evaluation well, fully arouse the enthusiasm of the object to be evaluated, and promote the local government at all levels to change the function further, is the important problem of deepening the political system reform of our country. This paper takes Shenyang Municipal Government in Northeast China as the research object, through the methods of literature research, case study, field investigation and empirical analysis, deeply analyzes the characteristics and experience of Shenyang Municipal Government in implementing performance management. This paper hopes to provide useful reference for local governments at all levels to explore scientific, reasonable, fair and efficient performance appraisal path.
