邳州經(jīng)濟開發(fā)區(qū)管理體制問題研究

【摘要】:自我國設(shè)立開發(fā)區(qū)以來已整整30年歷程,30年來開發(fā)區(qū)作為改革試驗田和開放排頭兵,充分發(fā)揮了窗口、示范、輻射、帶動作用。特別是近10年來,開發(fā)區(qū)砥礪奮進,快速發(fā)展,已成為所在地區(qū)重要的經(jīng)濟增長點。但隨著經(jīng)濟的發(fā)展同時,部分開發(fā)區(qū)出現(xiàn)區(qū)域調(diào)整擴張、人員數(shù)目膨脹、管理體制調(diào)整等現(xiàn)象,開發(fā)區(qū)發(fā)展和管理中開發(fā)區(qū)管委會地位不明確、組織機構(gòu)膨脹、行政效率低下等管理體制問題日益明顯,在一定程度上束縛了開發(fā)區(qū)的發(fā)展。所以,對于開發(fā)區(qū)管理體制研究有著重要的理論和現(xiàn)實意義。邳州經(jīng)濟開發(fā)區(qū)為2006年經(jīng)批準設(shè)立的省級開發(fā)區(qū),經(jīng)過近10年發(fā)展取得了輝煌的發(fā)展成果,探索出符合經(jīng)濟發(fā)展的管理方式,但在管理體制方面也存在機構(gòu)膨脹、職能承接不夠、人事制度不完善等問題,面對新形勢下經(jīng)濟社會發(fā)展的新要求,邳州經(jīng)濟開發(fā)區(qū)管理體制問題值得進行深入研究。論文以新公共管理理論、整體政府理論、行政管理理論為理論支撐,綜合運用文獻研究、比較研究、訪談研究等多種方法,在對邳州經(jīng)濟開發(fā)區(qū)發(fā)展歷程梳理的基礎(chǔ)上,對開發(fā)區(qū)管理體制的現(xiàn)狀、問題及原因進行調(diào)查分析,同時借鑒國內(nèi)外開發(fā)區(qū)的先進管理體制經(jīng)驗,根據(jù)邳州經(jīng)濟開發(fā)區(qū)功能定位,明確開發(fā)區(qū)管理體制的創(chuàng)新思路,提出完善邳州經(jīng)濟開發(fā)區(qū)管理體制的對策建議。研究結(jié)果表明:(1)邳州經(jīng)濟開發(fā)區(qū)歷經(jīng)市級經(jīng)濟開發(fā)區(qū)、省級開發(fā)區(qū)-市派出機構(gòu)、派出機構(gòu)兼準政府性質(zhì)和“區(qū)街合一、以區(qū)為主”四個發(fā)展階段;(2)邳州經(jīng)濟開發(fā)區(qū)現(xiàn)行管理體制較好的促進當前經(jīng)濟發(fā)展,具有區(qū)街合一、政企分離、社會事務(wù)職能齊全、市級機關(guān)職能充分授權(quán)到位等六個明顯成效;(3)主要存在機構(gòu)設(shè)置膨脹與合法性,職能認識模糊與承接能力不足,監(jiān)督、人事和激勵制度不健全等七個問題,提出國家法律和省級政策缺失、經(jīng)濟發(fā)展較快對管理體制的挑戰(zhàn)、區(qū)街合一可能引起的體制復歸等三個原因;(4)國內(nèi)外開發(fā)區(qū)管理體制的先進經(jīng)驗對完善邳州經(jīng)濟開發(fā)區(qū)管理體制有諸多啟示,主要有:開發(fā)區(qū)管理體制適時而變,法制先行的基本原則、區(qū)政合一需預防體制復歸、開發(fā)區(qū)需明確管委會的行政主體地位等。論文最后根據(jù)邳州經(jīng)濟開發(fā)區(qū)功能定位,在管理機構(gòu)、管理職能與管理制度上,從明確開發(fā)區(qū)管理機構(gòu)的法律地位、建立協(xié)調(diào)小組和機構(gòu)改革中心、增設(shè)智囊機構(gòu)、常規(guī)性機構(gòu)合并臨時性機構(gòu);增強公共服務(wù)職能,培育社會服務(wù)組織;充分利用激勵制度和競爭制度、完善人事制度、健全績效考核制度及監(jiān)督制度七方面提出完善邳州經(jīng)濟開發(fā)區(qū)管理體制的對策建議,為邳州經(jīng)濟開發(fā)區(qū)跨越式發(fā)展提供借鑒和參考。
[Abstract]:It has been 30 years since the establishment of the development zone in our country. In the past 30 years, the development zone, as an experimental field of reform and an open vanguard, has brought into full play the role of window, demonstration, radiation and driving force. Especially in the past 10 years, the development zone has become an important economic growth point in the region. However, with the development of the economy, the regional adjustment and expansion of some development zones, the expansion of the number of personnel, the adjustment of the management system, the unclear status of the development and management committees of the development zones, and the expansion of the organizations, Administrative inefficiency and other management system problems are becoming more and more obvious, to some extent constraining the development of the development zone. Therefore, for the development zone management system research has important theoretical and practical significance. Pizhou Economic Development Zone (Pizhou) is a provincial development zone approved in 2006. After nearly 10 years of development, it has achieved brilliant development results, explored the management mode in line with economic development, but there is also institutional expansion in the management system. In the face of the new requirements of economic and social development, the management system of Pizhou Economic Development Zone is worthy of further study. Based on the new public management theory, the whole government theory and the administrative management theory, the paper synthetically applies the literature research, comparative research, interview research and other methods, on the basis of combing the development course of Pizhou Economic Development Zone. The present situation, problems and reasons of the management system of the development zone are investigated and analyzed. At the same time, based on the experience of the advanced management system of the development zone at home and abroad, and according to the function orientation of the Pizhou Economic Development Zone, the innovative thinking of the management system of the development zone is clarified Put forward to improve the Pizhou economic development zone management system countermeasures and suggestions. The research results show that the Pizhou Economic Development Zone has experienced municipal economic development zones, provincial development-city offices, local offices and quasi-government agencies, and "district and street integration." The current management system of Pizhou Economic Development Zone promotes the current economic development better, with the integration of district and street, the separation of government and enterprise, and the complete function of social affairs. There are seven main problems, such as the expansion and legitimacy of the establishment of institutions, the vague understanding of functions and insufficient capacity to undertake, supervision, imperfect personnel and incentive systems, and so on. Pointing out the lack of national laws and provincial policies, and the challenges to the management system caused by rapid economic development, There are three reasons why the integration of district and street may lead to the return of the system. (4) the advanced experience of the management system of the domestic and foreign development zones has many implications for perfecting the management system of the Pizhou Economic Development Zone, mainly as follows: the management system of the development zones changes at the right time. The basic principle of the rule of law is the integration of district and government to prevent the return of the administrative system, and the administrative subject status of the administrative committee should be clearly defined in the development zone. Finally, according to the function orientation of Pizhou Economic Development Zone, from the point of view of management organization, management function and management system, this paper clarifies the legal status of the management organization of the development zone, establishes the coordination group and institutional reform center, and establishes the think-tank organization. Regular institutions merge temporary institutions; strengthen public service functions, foster social service organizations; make full use of incentive and competition systems; and improve personnel systems, Improve the performance appraisal system and supervision system seven aspects to improve the Pizhou Economic Development Zone management system countermeasures and suggestions for the Pizhou Economic Development Zone leapfrogging development to provide reference and reference.
