【摘要】：在藏區(qū)推進(jìn)社會(huì)治理對(duì)促進(jìn)社會(huì)轉(zhuǎn)型具有里程碑的意義,通過(guò)創(chuàng)建科學(xué)規(guī)范的治理機(jī)制,促使藏區(qū)傳統(tǒng)社區(qū)參與到公共利益的協(xié)同協(xié)商協(xié)作過(guò)程中,為未來(lái)藏區(qū)和諧穩(wěn)定奠定了良好的制度與人文環(huán)境。新常態(tài)下,積極實(shí)踐藏區(qū)社會(huì)治理的工具理性與價(jià)值理性相統(tǒng)一的有效治國(guó)理政方針,直接影響藏區(qū)社會(huì)的長(zhǎng)久穩(wěn)定發(fā)展。本文依據(jù)社會(huì)治理理論,引入藏區(qū)傳統(tǒng)社區(qū)的維度,構(gòu)建藏區(qū)社會(huì)治理機(jī)制建設(shè),目的是完善藏區(qū)社會(huì)治理過(guò)程中社會(huì)參與并作為公共管理主體融入其社會(huì)生活、社會(huì)事務(wù)、社會(huì)組織管理的日�；顒�(dòng)之中,發(fā)掘藏區(qū)傳統(tǒng)社會(huì)結(jié)構(gòu)與文化的積極作用,協(xié)同政府、市場(chǎng)、社會(huì)的治理機(jī)制,協(xié)作提升藏區(qū)社會(huì)治理的有效性與可操作性。
[Abstract]:The promotion of social governance in Tibetan areas has a milestone significance in promoting social transformation. By creating a scientific and normative governance mechanism, traditional communities in Tibetan areas are urged to participate in the process of collaborative consultation and collaboration of public interests. For the future harmonious and stable Tibetan areas to lay a good system and cultural environment. Under the new normal, it is a direct influence on the long-lasting and stable development of the Tibetan society to actively practice the effective policy of governing the country with the unity of instrumental rationality and value rationality of social governance in the Tibetan area. According to the theory of social governance, this paper introduces the dimension of traditional community in Tibetan area and constructs the construction of social governance mechanism in Tibetan area. The purpose of this paper is to perfect the social participation in the process of social governance of Tibetan area and to integrate into its social life and social affairs as the main body of public administration. In the daily activities of social organization management, we should explore the positive role of traditional social structure and culture in Tibetan area, cooperate with the government, market and social governance mechanism, and enhance the effectiveness and operability of social governance in Tibetan area.
