【摘要】：本文旨在研究青島海事局服務(wù)型海事建設(shè)的有關(guān)對(duì)策。 本文將在大量閱讀文獻(xiàn)的基礎(chǔ)之上,選取青島海事局海事監(jiān)管模式為研究對(duì)象,運(yùn)用公共管理的相關(guān)理論,通過對(duì)大量的實(shí)例及數(shù)據(jù)對(duì)比分析,對(duì)青島海事局建局以來發(fā)展歷程、配套的監(jiān)管資源、海事監(jiān)管模式進(jìn)行分析,對(duì)當(dāng)前的海事監(jiān)管模式提供公共管理與服務(wù)水平進(jìn)行客觀的評(píng)價(jià),認(rèn)真的分析當(dāng)前海事監(jiān)管模式存在的問題。對(duì)比國外發(fā)達(dá)國家海事監(jiān)管先進(jìn)模式,得出適應(yīng)科學(xué)發(fā)展的服務(wù)型青島海事監(jiān)管模式的具體標(biāo)準(zhǔn),并為以后的創(chuàng)新發(fā)展提供方向。對(duì)比總結(jié)我國發(fā)展實(shí)踐,借鑒國外發(fā)展經(jīng)驗(yàn),并對(duì)服務(wù)型海事監(jiān)管模式創(chuàng)新發(fā)展的目標(biāo),內(nèi)容,范圍,方式,任務(wù)提出切實(shí)可行的對(duì)策和建議。 通過總結(jié)我國海事管理模式改革的經(jīng)驗(yàn),對(duì)服務(wù)型青島海事監(jiān)管模式進(jìn)行重點(diǎn)研究,并結(jié)合國外的成功經(jīng)驗(yàn),運(yùn)用公共管理學(xué)的理論對(duì)當(dāng)前監(jiān)管模式成績(jī)與不足進(jìn)行分析,從打造服務(wù)型、現(xiàn)代化的海事機(jī)構(gòu)的角度出發(fā),為逐步建立“可視、可聽、可控”的“全方位覆蓋、全天候監(jiān)控”動(dòng)態(tài)監(jiān)管機(jī)制,實(shí)現(xiàn)對(duì)海上突發(fā)應(yīng)急事件的快速反應(yīng)、高效處置的服務(wù)型海事監(jiān)管模式,提出具體的可操作性實(shí)施對(duì)策,達(dá)到構(gòu)建監(jiān)管立體化、反應(yīng)迅速化、執(zhí)法規(guī)范化和管理信息化的服務(wù)型青島海事管理模式。 理念和機(jī)制是構(gòu)建青島海事局服務(wù)型海事建設(shè)的基礎(chǔ),也是解決服務(wù)型海事建設(shè)中存在問題的有效抓手。本文建議建設(shè)青島服務(wù)型海事首先解決服務(wù)認(rèn)識(shí)問題,然后在服務(wù)理念上構(gòu)建公共反饋機(jī)制、主體多元化服務(wù)機(jī)制、績(jī)效評(píng)估機(jī)制。這既是公共管理理論對(duì)服務(wù)型海事建設(shè)的要求,也是公共管理視野下服務(wù)型海事建設(shè)的必然路徑。
[Abstract]:The purpose of this paper is to study the relevant countermeasures of Qingdao Maritime Administration Service Maritime Construction. On the basis of reading a great deal of literature, this paper selects the maritime supervision model of Qingdao Maritime Safety Bureau as the research object, applies the relevant theory of public management, through a large number of examples and data comparative analysis, This paper analyzes the development course, supporting supervision resources and maritime supervision mode of Qingdao Maritime Bureau since the establishment of the Bureau, and carries on an objective evaluation on the current maritime supervision mode to provide public management and service level. Seriously analyze the problems existing in the current maritime supervision mode. Compared with the advanced mode of maritime supervision in foreign developed countries, the concrete standards of service Qingdao maritime supervision mode adapted to scientific development are obtained, and the direction of innovation and development in the future is provided. This paper compares and sums up the development practice of our country, draws lessons from the foreign development experience, and puts forward practical countermeasures and suggestions on the aim, content, scope, mode and task of the innovation and development of the service-oriented maritime supervision mode. Through summing up the experience of maritime management mode reform in our country, this paper focuses on the research of service Qingdao maritime supervision mode, and combines the successful experience of foreign countries to analyze the achievements and shortcomings of the current supervision mode by using the theory of public management. From the point of view of building a service-oriented and modern maritime organization, in order to gradually establish a dynamic supervision mechanism of "visible, audible and controllable" all-around coverage, all-weather monitoring ", we can realize a rapid response to an emergency incident at sea. The service-oriented maritime supervision mode of high efficiency disposal is put forward in order to construct a service-oriented maritime management model of Qingdao with three-dimensional supervision, rapid response, standardization of law enforcement and information management. The concept and mechanism are the basis of constructing the service maritime construction of Qingdao Marine Bureau, and also the effective grasp of solving the problems existing in the service maritime construction. This paper suggests the construction of Qingdao service-oriented maritime service first to solve the problem of service awareness, and then in the concept of service to build a public feedback mechanism, the main body of the diversified service mechanism, performance evaluation mechanism. This is not only the requirement of service maritime construction in the theory of public management, but also the inevitable path of service maritime construction in the view of public management.
