【摘要】:地價(jià)管理是土地管理的重要組成部分,是政府依據(jù)一定時(shí)期內(nèi)國家經(jīng)濟(jì)政策和土地市場(chǎng)狀況,通過一定的管理政策和管理制度,對(duì)地價(jià)進(jìn)行控制和管理,以確保國家和交易雙方的合法權(quán)益,維護(hù)土地市場(chǎng)的健康發(fā)展1。地價(jià)管理制度即一系列地價(jià)管理政策和措施的總和。上海市地價(jià)管理制度主要包括以下內(nèi)容:土地使用權(quán)出讓計(jì)劃管理制度、基準(zhǔn)地價(jià)、標(biāo)定地價(jià)定期公布制度、地價(jià)評(píng)估制度、土地交易價(jià)格申報(bào)制度、地價(jià)分析公布制度等。城市地價(jià)管理制度是否完善,關(guān)系著土地使用制度改革能否深入,關(guān)系著土地市場(chǎng)發(fā)展能否健康、穩(wěn)定。本文從地價(jià)定價(jià)理論和政府管制理論出發(fā),按照理論研究、發(fā)現(xiàn)問題、分析問題、解決問題這一途徑對(duì)上海市地價(jià)管理制度進(jìn)行分析和研究。首先,對(duì)地價(jià)的內(nèi)涵和外延進(jìn)行考察,并對(duì)地價(jià)定價(jià)理論和政府管制理論進(jìn)行梳理和分析。其次,對(duì)土地市場(chǎng)失靈進(jìn)行經(jīng)濟(jì)學(xué)分析,引出地價(jià)管理的必要性。在此基礎(chǔ)上,從實(shí)證分析的角度,從制度建設(shè)、機(jī)構(gòu)組成和運(yùn)行情況三方面,對(duì)上海市地價(jià)管理制度的現(xiàn)狀、問題及造成問題的原因進(jìn)行了深入剖析。再次,通過借鑒國內(nèi)外地價(jià)管理制度,針對(duì)上海市地價(jià)管理制度中存在的問題及其原因,提出了操作性較強(qiáng)的建議,以期為政府增強(qiáng)土地市場(chǎng)監(jiān)管和調(diào)控能力,更好的把握土地市場(chǎng)運(yùn)行態(tài)勢(shì)和價(jià)格走勢(shì)提供可資借鑒的思想資源。本文的創(chuàng)新點(diǎn)和特色之處在于土地經(jīng)濟(jì)學(xué)和公共管理理論的有機(jī)結(jié)合,即運(yùn)用地價(jià)理論分析地價(jià)、運(yùn)用經(jīng)濟(jì)學(xué)理論分析土地市場(chǎng)失靈、運(yùn)用公共管理理論研究政府地價(jià)管理制度。目前國內(nèi)關(guān)于地價(jià)管理研究的文獻(xiàn)較少,且現(xiàn)有文獻(xiàn)主要側(cè)重于土地經(jīng)濟(jì)學(xué)的角度,本文嘗試了從公共管理的角度研究地價(jià)管理。在上海市土地管理系統(tǒng)內(nèi)部,對(duì)地價(jià)管理僅停留在實(shí)踐操作層面,理論支撐不足,本文以整合的研究視角,實(shí)現(xiàn)了理論與實(shí)際的有機(jī)結(jié)合,對(duì)政府的地價(jià)管理工作具有明顯的理論參考價(jià)值。由于受到個(gè)人學(xué)術(shù)水平所限,在論文的研究深度上有所欠缺,研究工作主要依靠資料閱讀和整理分類,需要在今后的研究中進(jìn)一步加強(qiáng)實(shí)地調(diào)查,增強(qiáng)運(yùn)用理論分析實(shí)踐的能力。
[Abstract]:Land price management is an important part of land management. It is the government to control and manage the land price according to the state economic policy and the land market condition in a certain period, through certain management policy and management system. In order to ensure the legitimate rights and interests of the state and trade, to safeguard the healthy development of the land market 1. Land price management system is the sum of a series of land price management policies and measures. Shanghai land price management system mainly includes the following contents: land use right transfer plan management system, benchmark land price, demarcated land price regular announcement system, land price evaluation system, land transaction price declaration system, land price analysis and announcement system, etc. Whether the management system of urban land price is perfect or not is related to whether the reform of land use system can be deepened and whether the land market can develop healthily and stably. Based on the land price pricing theory and the government regulation theory, this paper analyzes and studies the land price management system in Shanghai by means of theoretical research, problem finding, problem analysis and problem solving. First of all, the connotation and extension of land price are investigated, and the pricing theory and government regulation theory are combed and analyzed. Secondly, the economic analysis of land market failure leads to the necessity of land price management. On this basis, from the perspective of empirical analysis, from the three aspects of system construction, organization composition and operation, this paper makes a thorough analysis of the present situation, problems and causes of the land price management system in Shanghai. Thirdly, through drawing lessons from the land price management system at home and abroad, aiming at the problems existing in the land price management system in Shanghai and its causes, this paper puts forward some operable suggestions in order to strengthen the land market supervision and control ability for the government. Better grasp the land market operating situation and price trends to provide reference to the ideological resources. The innovation and characteristics of this paper lie in the organic combination of land economics and public management theory, that is, the use of land price theory to analyze land price, and the use of economic theory to analyze land market failure. Using the public management theory to study the government land price management system. At present, there are few literatures on land price management in China, and the existing literatures mainly focus on the angle of land economics. This paper attempts to study land price management from the perspective of public management. In Shanghai land management system, the land price management only stays in the practical operation level, the theory support is insufficient, this article has realized the organic combination of the theory and the practice with the integrated research angle. It has obvious theoretical reference value to the land price management of the government. Because of the limitation of individual academic level and the lack of research depth of the thesis, the research work mainly depends on the reading and sorting of materials, so it is necessary to further strengthen the field investigation in the future research. Strengthen the ability to use theory to analyze practice.
