【摘要】：文化建設(shè)是建設(shè)有中國特色社會主義五位一體總體布局的一項(xiàng)重要內(nèi)容。加強(qiáng)公共文化基礎(chǔ)設(shè)施建設(shè),完善公共文化服務(wù)網(wǎng)絡(luò),構(gòu)建覆蓋城鄉(xiāng)的標(biāo)準(zhǔn)化、均等化公共文化服務(wù)體系是推動社會主義文化事業(yè)繁榮發(fā)展,建設(shè)社會主義文化強(qiáng)國的關(guān)鍵一環(huán)。公共圖書館作為公共文化服務(wù)的一項(xiàng)重要內(nèi)容,加強(qiáng)公共圖書館事業(yè)建設(shè),尤其是加強(qiáng)地市級以下公共圖書館服務(wù)網(wǎng)建設(shè),對于構(gòu)建覆蓋城鄉(xiāng)均等化的公共文化服務(wù)體系具有積極的推動作用。近幾年來,我國地市級以下公共圖書館猶如雨后春筍,興起一股建設(shè)熱潮。然而,各地建設(shè)情況參差不齊,由于投入的人力、物力、財力有限,快速建設(shè)起來的地市級以下公共圖書館服務(wù)水平和能力不盡如人意,難以滿足民眾日益增長的文化需求。在政府不斷精簡人員編制和民眾不斷增長的服務(wù)需求的矛盾難以調(diào)和之時,地市級以下的公共圖書館服務(wù)外包為解決這一矛盾提供了新的思路。 本文運(yùn)用了文獻(xiàn)研究法、歷史研究法、調(diào)查研究法、實(shí)證研究法以及案例分析法等科學(xué)的研究方法,搜集與地市級以下公共圖書館服務(wù)外包研究相關(guān)的文獻(xiàn),加以篩選和整理分析,充分挖掘其中對研究有所助益的信息；運(yùn)用歷史研究法對包含地市級以下的公共圖書館外包服務(wù)源起及發(fā)展過程進(jìn)行梳理,以求呈現(xiàn)較為清晰的發(fā)展脈絡(luò)；運(yùn)用調(diào)查研究法、實(shí)證研究法對現(xiàn)實(shí)中的地市級以下圖書館服務(wù)外包情況進(jìn)行走訪調(diào)研,并運(yùn)用案例分析法加以深入分析研究,以求從個別到一般,總結(jié)歸納出對地市級以下公共圖書館服務(wù)外包具有參考意義的策略。 本文第一部分為引言部分,闡述了本文的研究背景和研究的意義,運(yùn)用文獻(xiàn)研究法對國內(nèi)外的相關(guān)研究進(jìn)行分析綜述,并介紹了本文的研究設(shè)想以及創(chuàng)新點(diǎn)。 本文第二部分為對地市級以下公共圖書館概況的綜合論述,闡述了公共圖書館以及地市級以下公共圖書館的內(nèi)涵,提出地市級以下公共圖書館以數(shù)量眾多、直接服務(wù)民眾的特點(diǎn)成為我國公共圖書館事業(yè)的基石,對于普及民眾文化知識、提高民眾文化素養(yǎng)、豐富民眾文化、滿足民眾文化需求具有不可替代的重要作用。剖析了地市級以下公共圖書館的建設(shè)和服務(wù)現(xiàn)狀,并指出了其中存在的問題。 本文的第三部分介紹了公共圖書館服務(wù)外包的源起和發(fā)展歷程,論述了新公共管理思潮與公共圖書館服務(wù)外包之間的關(guān)系,以及這一思潮對公共圖書館服務(wù)外包的興起所產(chǎn)生的影響。 本文的第四部分剖析了我國地市級以下公共圖書館服務(wù)外包的現(xiàn)狀,指出了目前地市級以下公共圖書館服務(wù)外包的種類和外包的方式,并對服務(wù)外包的優(yōu)點(diǎn)和缺點(diǎn)進(jìn)行了論述,并且進(jìn)一步分析了地市級以下公共圖書館實(shí)施服務(wù)外包的必要性。 本文的第五部分為案例介紹,首先對美國公共圖書館服務(wù)外包的先進(jìn)經(jīng)驗(yàn)進(jìn)行了系統(tǒng)的介紹,然后重點(diǎn)介紹了國內(nèi)無錫新區(qū)的公共圖書館服務(wù)整體外包的個案。 本文的第六部分為地市級以下公共圖書館服務(wù)外包的策略研究,從合理確定外包范圍、謹(jǐn)慎選擇服務(wù)外包商以及建立外包服務(wù)的內(nèi)部和外部評價機(jī)制來評估外包服務(wù)的質(zhì)量。 本文的第七部分為結(jié)尾部分,對未來地市級以下公共圖書館的服務(wù)外包發(fā)展趨勢進(jìn)行了展望,提出未來地市級以下公共圖書館服務(wù)的整體外包將成為新的發(fā)展趨勢。 本文在理論闡述和案例的分析和實(shí)證調(diào)研方面以及研究方法的運(yùn)用方面存在諸多不足之處,深感學(xué)海無涯,需要花費(fèi)巨大的心血以更加嚴(yán)謹(jǐn)?shù)膽B(tài)度從事學(xué)術(shù)研究。本文不足之處敬請老師和同學(xué)們批評指正。
[Abstract]:The construction of public library is an important part of building socialism with Chinese characteristics . Strengthening the construction of public cultural infrastructure , perfecting the service network of public culture , building a standardized and equal public cultural service system covering both urban and rural areas is a key ring to promote the prosperity and development of socialist cultural undertakings .

This paper applies the methods of literature research , historical research , investigation , research , empirical research and case analysis to collect and analyze the literature related to the study of outsourcing of public library below the prefecture level , and to find out the information which is helpful to the study .
Using the historical research method to comb out the source of outsourcing service and the development process of the public library below the prefecture level , in order to present a clearer development vein ;
Using the investigation and research method , the empirical research method makes a visit and research on the service outsourcing of the following library services in the real world , and makes an in - depth analysis and research by using the case analysis method , so as to summarize and summarize the strategy of the reference significance for the public library service outsourcing under the local market level from the individual to the general .

The first part of this article is divided into the introduction part , expounds the research background and significance of this paper , uses the literature research method to analyze the relevant research at home and abroad , and introduces the research idea and innovation point of this paper .

The second part of this paper is a comprehensive exposition of the general situation of the public library below the prefecture level , expounds the connotation of the public library and the public library below the prefecture level , and puts forward that the public library below the prefecture level is the cornerstone of the public library cause in our country . It has an important role to popularize people ' s cultural knowledge , improve people ' s cultural accomplishment , enrich the people ' s culture and meet the needs of the people .

The third part of this paper introduces the origin and development course of the outsourcing of public library services , discusses the relationship between the new public administration thoughts and the service outsourcing of the public library , and the influence of this trend on the rise of the service outsourcing of the public library .

The fourth part of this paper analyzes the present situation of the service outsourcing of the public library below the municipal level of our country , points out the types of the service outsourcing and the way of outsourcing , and discusses the advantages and disadvantages of the service outsourcing , and further analyzes the necessity of implementing the outsourcing of the public library below the prefecture level .

The fifth part of this paper is a case introduction . First , the system introduces the advanced experience of the outsourcing of public library services in the United States , then introduces the case of the overall outsourcing of public library services in Wuxi New Area in China .

The sixth part of this paper is divided into the strategic research on the outsourcing of public library services under the local market level . The quality of the outsourcing service is assessed from the reasonable determination of the outsourcing range , the careful selection of the service outsourcers and the establishment of the internal and external evaluation mechanisms of the outsourcing services .

The seventh part of this paper is the conclusion part . The development trend of the service outsourcing trend of the following public libraries in the future is looked forward , and it is suggested that the overall outsourcing of public library services below the municipal level will become a new development trend .

In this paper , there are a lot of shortcomings in the theoretical exposition and the analysis of cases and the application of the research methods .
