遼寧省三大區(qū)域政府間財(cái)力差距產(chǎn)生的原因及對(duì)策研究

【摘要】:在中國(guó)不僅東部和中西部之間存在區(qū)域經(jīng)濟(jì)差異,一省之內(nèi)的經(jīng)濟(jì)差異也十分明顯。雖然世界各國(guó)經(jīng)濟(jì)發(fā)展過(guò)程中區(qū)域發(fā)展差距的存在是普遍現(xiàn)象,但是如果差距在不斷加大,則不利于國(guó)家整體水平的提高,也制約著經(jīng)濟(jì)發(fā)達(dá)地區(qū)的發(fā)展,還會(huì)危及到民族團(tuán)結(jié)與社會(huì)穩(wěn)定。遼寧省全省經(jīng)濟(jì)地域系統(tǒng)的三大板塊分別是遼西北地區(qū),沿海經(jīng)濟(jì)帶和沈陽(yáng)經(jīng)濟(jì)區(qū)。三大區(qū)域板塊不同區(qū)域內(nèi)部各行政區(qū)劃間存在經(jīng)濟(jì)差距,主要是由不同地理環(huán)境下資源稟賦差異,社會(huì)文化素質(zhì)差異等各種具體原因?qū)е碌膶?shí)際經(jīng)濟(jì)發(fā)展差距。并集中反映為經(jīng)濟(jì)發(fā)達(dá)和相對(duì)落后的可比性差距。因此,同一省份內(nèi),不同區(qū)域政府間也存在明顯的發(fā)展差距。 政府作為公共管理部門,其主要任務(wù)是提供公共物品與公共服務(wù),而要想做好這一職能,則需要財(cái)力的支持。眾所周知,政府財(cái)力是政府履行其職能、滿足社會(huì)公共需要的資金保證,政府財(cái)力規(guī)模的大小,將影響政府實(shí)現(xiàn)其職能或滿足社會(huì)公共需要的程度,進(jìn)而對(duì)一個(gè)國(guó)家社會(huì)經(jīng)濟(jì)的發(fā)展與穩(wěn)定產(chǎn)生了影響。我們需要討論如何提高政府的財(cái)政收入,如何有效利用政府的財(cái)政支出,如何更好地通過(guò)政策調(diào)整轉(zhuǎn)變政府職能等問(wèn)題,來(lái)進(jìn)一步探討在經(jīng)濟(jì)發(fā)展過(guò)程中,政府在其中需要發(fā)揮的作用。由于遼寧省三大區(qū)域板塊政府間的財(cái)力差異存在較大的差距,因此我們要從三大區(qū)域板塊財(cái)政收入總量、財(cái)政支出總量、財(cái)政負(fù)擔(dān)差距、政府間實(shí)際財(cái)力差距、財(cái)力發(fā)展差距相關(guān)性等方面來(lái)分析各政府間的財(cái)力差異,以使得三大區(qū)域間能協(xié)調(diào)發(fā)展,縮小地區(qū)發(fā)展差距,成為遼寧省經(jīng)濟(jì)平穩(wěn)快速發(fā)展的重要推動(dòng)力。 本文共分為五部分,主要內(nèi)容是:第一章,緒論部分,著重闡述將遼寧省三大區(qū)域政府間財(cái)力差距作為研究主題的緣由,介紹遼寧省三大區(qū)域政府的劃分,說(shuō)明本文研究的目的意義以及國(guó)內(nèi)外西方經(jīng)濟(jì)學(xué)有關(guān)區(qū)域經(jīng)濟(jì)差距的理論,同時(shí)介紹本文的研究方法有哪些。第二章,政府間財(cái)力差異理論及差異程度的判斷,通過(guò)對(duì)政府財(cái)力差異的界定,描述經(jīng)濟(jì)發(fā)展差距、經(jīng)濟(jì)管理體制、財(cái)政管理體制人口密度與財(cái)政供養(yǎng)系數(shù)對(duì)財(cái)力差異的影響,為下文有關(guān)遼寧省三大區(qū)域政府間財(cái)力差異的判斷打下理論基礎(chǔ)。第三章,采取實(shí)證分析方法,通過(guò)主要經(jīng)濟(jì)指標(biāo)的比較,找出遼寧省三大區(qū)域政府間財(cái)力差距與地區(qū)經(jīng)濟(jì)發(fā)展之間的關(guān)系。第四章,找出三大區(qū)域政府間財(cái)力差距產(chǎn)生的原因,包括分析影響三大區(qū)域政府間財(cái)力差距的財(cái)政因素和非財(cái)政因素,對(duì)有關(guān)主要經(jīng)濟(jì)指標(biāo)和人均財(cái)力之間的關(guān)系進(jìn)行相關(guān)性分析,采用回歸法探討三類地區(qū)差距形成的直接原因。第五章,調(diào)整遼寧省三大區(qū)域政府間財(cái)力差距的主要對(duì)策,其中包括需要調(diào)整的財(cái)政政策,以及非財(cái)政政策。
[Abstract]:There are not only regional economic differences between eastern China and central and western China, but also obvious economic differences within a province. Although the existence of regional development gap in the process of economic development of various countries in the world is a common phenomenon, if the gap is constantly widening, it will be detrimental to the improvement of the overall level of the country and will also restrict the development of economically developed regions. It will also endanger national unity and social stability. The three major plates of the economic regional system of Liaoning Province are the northwest Liaoning area, the coastal economic belt and the Shenyang economic zone. There is an economic gap between different administrative divisions in different regions of the three major regional plates, which is mainly caused by the difference of resource endowment under different geographical environment, the difference of social and cultural quality, and other specific reasons, such as the gap of actual economic development. And concentrated reflection for the economic development and relative backwardness comparability gap. Therefore, within the same province, there is also a clear development gap between different regional governments. As a public administration department, the main task of the government is to provide public goods and public services. As we all know, the financial resources of the government is the guarantee of funds for the government to perform its functions and meet the public needs of the society. The size of the financial resources of the government will affect the degree to which the government realizes its functions or meets the public needs of the society. And then to a country's social and economic development and stability has an impact. We need to discuss how to increase the government's revenue, how to make effective use of the government's financial expenditure, how to better change the government's function through the policy adjustment and so on, so as to further explore the process of economic development. The role that the government has to play in it. Because there is a large gap in financial resources between the three major regional plates in Liaoning Province, we should take the total financial revenue, the total fiscal expenditure, the financial burden gap, and the actual financial gap between the three major regional plates from the three major regional plates. In order to make the three regions develop harmoniously and narrow the regional development gap, it is an important driving force for the steady and rapid economic development of Liaoning Province to analyze the financial difference between the governments in terms of the correlation of the financial development gap and other aspects, so as to make the three regions develop harmoniously. This paper is divided into five parts, the main content is: the first chapter, the introduction part, focuses on the three regional financial gap of Liaoning Province as the research theme, introduces the division of the three regional governments in Liaoning Province. The purpose and significance of this study and the theory of regional economic disparity in western economics at home and abroad are explained, and the research methods of this paper are also introduced. The second chapter, the theory of intergovernmental financial difference and the judgment of the degree of difference, through the definition of the difference of government financial resources, describes the economic development gap, economic management system, financial management system population density and financial support coefficient on the financial differences. It lays a theoretical foundation for the judgment of the financial difference between the three regions of Liaoning Province. In the third chapter, through the comparison of the main economic indicators, we find out the relationship between the financial gap between the three regions and the regional economic development. The fourth chapter finds out the reasons of the financial gap among the three regions, including the analysis of the financial factors and non-financial factors that affect the financial gap among the three regions. The relationship between the main economic indicators and the per capita financial resources is analyzed and the direct causes of the three types of regional disparities are discussed by using the regression method. Chapter five, the main countermeasures to adjust the financial gap among the three regions in Liaoning Province, including the fiscal policy that needs to be adjusted, and the non-fiscal policy.
