【摘要】：本文在開展沈陽市地稅干部教育培訓(xùn)工作的背景下,結(jié)合國內(nèi)外研究綜述,研究近年來沈陽地稅開展教育培訓(xùn)的成效,結(jié)合工作實際,運用公共管理理論知識分析,以教育培訓(xùn)的整體工作進(jìn)程為背景,以沈陽地稅教育培訓(xùn)機(jī)制的完善為現(xiàn)實目標(biāo),通過四種方法即辯證思維法、比較分析法、文獻(xiàn)查閱法和調(diào)查問卷法來研究分析對沈陽市地稅系統(tǒng)的教育培訓(xùn)機(jī)制中存在的問題,挖掘深層次原因,為今后的教育培訓(xùn)工作提供指導(dǎo)。 文章分析了沈陽市地稅系統(tǒng)教育培訓(xùn)工作現(xiàn)狀及問題,總結(jié)沈陽市地稅系統(tǒng)干部對培訓(xùn)效果評價與培訓(xùn)需求,找到沈陽市地稅系統(tǒng)教育培訓(xùn)工作中存在的問題,發(fā)現(xiàn)沈陽市地稅系統(tǒng)教育培訓(xùn)工作中存在的問題的成因。 通過對以上問題的分析,提出沈陽市地稅教育培訓(xùn)工作的發(fā)展模式展望。在借鑒國內(nèi)外教育培訓(xùn)工作經(jīng)驗的基礎(chǔ)上,明確沈陽市地稅系統(tǒng)教育培訓(xùn)工作的定位,規(guī)劃沈陽市地稅系統(tǒng)教育培訓(xùn)工作的發(fā)展路徑。 文章最后提出加強(qiáng)沈陽市地稅系統(tǒng)教育培訓(xùn)工作的對策建議,轉(zhuǎn)變干部對培訓(xùn)的認(rèn)知觀念,建立健全教育的培訓(xùn)管理制度,加強(qiáng)教育培訓(xùn)工作的各項保障。從而推動沈陽市地稅系統(tǒng)培訓(xùn)工作的大力開展,提高系統(tǒng)隊伍的整體素質(zhì)。
[Abstract]:Under the background of carrying out the education and training work of local tax cadres in Shenyang, combined with the summary of domestic and foreign research, this paper studies the results of education and training in Shenyang local tax in recent years, and analyzes the results of the education and training of local tax cadres in Shenyang in recent years by using the theory knowledge of public management. Under the background of the whole working process of education and training, taking the perfection of Shenyang local tax education and training mechanism as the realistic goal, this paper adopts four methods, namely dialectical thinking method, comparative analysis method, The methods of literature reference and questionnaire survey are used to study and analyze the problems existing in the education and training mechanism of the local tax system in Shenyang, to dig out the deep reasons and to provide guidance for the education and training work in the future. This paper analyzes the present situation and problems of the education and training of the local tax system in Shenyang, summarizes the evaluation of the training effect and the training demand of the cadres of the local tax system in Shenyang, and finds out the problems existing in the education and training of the local tax system in Shenyang. Find out the causes of the problems existing in the education and training of the local tax system in Shenyang. Based on the analysis of the above problems, this paper puts forward the prospect of the development mode of the education and training of local tax in Shenyang. Based on the experience of education and training at home and abroad, the orientation of the education and training work of the local tax system in Shenyang is clarified, and the development path of the education and training work of the local tax system in Shenyang is planned. Finally, the paper puts forward the countermeasures and suggestions to strengthen the education and training work of Shenyang Local tax system, to change the cadres' cognition of training, to establish and perfect the training management system of education, and to strengthen the guarantee of education and training work. In order to promote Shenyang City Land tax system training work to improve the overall quality of the system.
