廣州市H街道政府購買社工項目評估研究

【摘要】:政府購買社工項目,即政府購買社會工作服務(wù)項目,它是推動社會工作機(jī)構(gòu)建立、社會工作事業(yè)發(fā)展的重要力量。它不但能夠為社會工作事業(yè)發(fā)展開辟的新的資金來源渠道,拓寬社會工作發(fā)揮作用的領(lǐng)域,還能促進(jìn)社會工作組織與政府的溝通交流,,讓政府對社會工作有更全面、更深入的了解,從而為營造良好的社會工作發(fā)展環(huán)境奠定基礎(chǔ)。近幾年,隨著政府社會服務(wù)職能的轉(zhuǎn)移,在公共服務(wù)社會化、公共管理市場化的背景下,政府購買社會工作服務(wù)在快速發(fā)展的同時,也由于缺乏相應(yīng)的規(guī)范管理制度、社工機(jī)構(gòu)專業(yè)化程度低、民間社會資源有限等原因,出現(xiàn)了亂象叢生的局面。關(guān)于這些項目的監(jiān)督評估工作,也由于相關(guān)研究較少、缺乏評估機(jī)制、評估文化、項目干系人重視程度不夠等原因,多數(shù)項目評估也流于形式。項目評估促進(jìn)項目改進(jìn)、維護(hù)相關(guān)利益群體權(quán)益、提升項目承接機(jī)構(gòu)組織能力建設(shè)、樹立社會組織社會公信度等方面的作用并沒有得到充分發(fā)揮。 在實證研究和文獻(xiàn)研究的基礎(chǔ)上,本文提出了基于項目管理視角的政府購買社會工作服務(wù)評估研究的主題,闡述了我國政府購買社會工作服務(wù)運作現(xiàn)狀,描述了廣州市H街道政府購買社工項目的橫向管理模式和縱向管理模式。在此基礎(chǔ)上,文章還對這兩種項目管理模式中存在的項目評估體系進(jìn)行挖掘,運用對比分析研究的方法,比較了廣州市H街道橫向管理項目評估體系和縱向管理項目評估體系的相似性和差異性。以此為依據(jù),結(jié)合目前社會工作評估領(lǐng)域的實際情況,文章還對目前廣州市H街道政府購買社工項目評估中存在的問題,以及造成問題存在的原因進(jìn)行分析,并提出相應(yīng)的評估改進(jìn)的策略。
[Abstract]:The purchase of social work programs by the government, that is, the purchase of social work services by the government, is an important force in promoting the establishment of social work institutions and the development of social work undertakings. It can not only open up new sources of funds for the development of social work, broaden the fields in which social work plays a role, but also promote communication between social work organizations and the government, so that the government can have a more comprehensive understanding of social work. More in-depth understanding, thus for the creation of a good social work development environment lay the foundation. In recent years, with the transfer of government social service function, under the background of socialization of public service and marketization of public management, government purchase of social work service is developing rapidly, but also due to the lack of corresponding standard management system. The social work organization specialization degree is low, the civil society resources are limited and so on, appeared the chaotic situation. The monitoring and evaluation of these projects is also due to the lack of relevant research, lack of evaluation mechanism, evaluation culture, the project stakeholders pay less attention to, most of the project evaluation is also a mere formality. The role of project evaluation in promoting project improvement, safeguarding the rights and interests of relevant interest groups, enhancing the organizational capacity building of project undertaking institutions, and establishing the social credibility of social organizations have not been fully brought into play. On the basis of empirical research and literature study, this paper puts forward the theme of the evaluation research of government purchasing social work service based on project management, and expounds the current situation of government purchase of social work service in our country. This paper describes the horizontal management model and vertical management model of the social work project purchased by the H street government in Guangzhou. On this basis, the paper also excavates the project evaluation system existing in these two project management models, and applies the method of comparative analysis and research. This paper compares the similarity and difference between the evaluation system of H street horizontal management project and the longitudinal management project evaluation system in Guangzhou. On this basis, combined with the actual situation in the field of social work evaluation at present, the article also analyzes the problems existing in the evaluation of social work items purchased by the H street government in Guangzhou at present, as well as the causes of the problems. And put forward the corresponding evaluation and improvement strategy.
