【摘要】：民心實(shí)事項(xiàng)目是上海市社區(qū)治理轉(zhuǎn)型背景下改善城市社區(qū)環(huán)境與優(yōu)化社區(qū)服務(wù)模式的產(chǎn)物,如何針對其管建并舉探索出一套行之有效的治理模式是一個(gè)新課題。以典型的上海市C區(qū)B街道為例,發(fā)現(xiàn)民心實(shí)事項(xiàng)目建后管理模式存在的問題及社區(qū)組織無力承擔(dān)社區(qū)自治的困境�；谛鹿补芾砝碚摵托鹿卜⻊�(wù)理論,通過公共管理的主體多元化和公共管理手段的績效化,探索一條政府托管下的公民、社會(huì)組織和市場主體三方共治模式,建立項(xiàng)目的分類管理機(jī)制、發(fā)現(xiàn)問題機(jī)制、制定績效考核機(jī)制等創(chuàng)新治理機(jī)制,實(shí)現(xiàn)民心實(shí)施項(xiàng)目的長效管理。
[Abstract]:The project is the product of improving the urban community environment and optimizing the community service mode under the background of the transformation of community governance in Shanghai. How to manage and build it and explore a set of effective governance model is a new topic. Taking the typical B street in C District of Shanghai as an example, the problems existing in the management mode after the construction of the project and the predicament of community organization being unable to bear community autonomy are found. Based on the new public management theory and the new public service theory, through the diversification of the main body of public management and the performance of the means of public management, this paper explores a three-party co-governance model of citizen, social organization and market subject under the trust of the government. In order to realize the long-term effective management of the project, we should establish the classified management mechanism of the project, find out the problem mechanism, formulate the mechanism of performance evaluation and other innovative governance mechanisms to realize the long-term management of the project.
