【摘要】：隨著區(qū)域經(jīng)濟一體化的逐步推進,對政府公共資源管理合作的呼聲日益高漲,而當前的區(qū)域公共管理研究過多地將政府看做與社會、市場平行的獨立整體,較少探討政府的內(nèi)部科層結(jié)構(gòu)和利益矛盾所帶來的影響。政府多元治理模式試圖從現(xiàn)有的管理體制中汲取營養(yǎng),將區(qū)域地方政府看做多個利益主體的結(jié)合,由中央政府為其橫向合作搭建平臺,在保證中央政府權(quán)威對地方政府的有效規(guī)制而不傷害地方政府自主合作積極性的情況下,為中央政府與地方政府的職能勾勒框架,提供啟示。
[Abstract]:With the gradual advancement of regional economic integration, the voice of government public resource management cooperation is rising day by day, and the current regional public management research too much regards the government as an independent whole parallel to the society and the market. The influence of the internal branch structure and the conflict of interests of the government is less discussed. The pluralistic governance model of the government tries to draw nutrition from the existing management system, regards the regional local government as a combination of multiple stakeholders, and sets up a platform for horizontal cooperation by the central government. Under the condition that the authority of the central government can regulate the local government effectively without harming the initiative of the local government to cooperate independently, it can provide inspiration for the function of the central government and the local government.
