【摘要】：官僚制的發(fā)展與變革與公共服務(wù)的改革進(jìn)路密切相關(guān)。作為引領(lǐng)20世紀(jì)行政改革潮流的公共服務(wù)民營(yíng)化改革,所要告別的是科層官僚制,其主旨是合同制治理和契約式管理。韋伯設(shè)計(jì)的科層官僚制因其穩(wěn)定性和普適性,實(shí)現(xiàn)了權(quán)力的有效配置,成為了那個(gè)時(shí)代理想的組織形態(tài)。我國(guó)的民營(yíng)化改革主要是以服務(wù)購(gòu)買(mǎi)的形式出現(xiàn),服務(wù)購(gòu)買(mǎi)遵循契約精神和合同邏輯,但卻存在著合同制與官僚制共生共存的現(xiàn)象,探究服務(wù)購(gòu)買(mǎi)場(chǎng)域中的官僚制的生成機(jī)理和運(yùn)行邏輯有助于進(jìn)一步解釋我國(guó)服務(wù)購(gòu)買(mǎi)中"體制內(nèi)購(gòu)買(mǎi)"等現(xiàn)象,并為公共服務(wù)制度創(chuàng)新提供更好的經(jīng)驗(yàn)借鑒。
[Abstract]:The development of bureaucracy is closely related to the reform of public service. The reform of privatization of public service, which leads the trend of administrative reform in the 20th century, must bid farewell to the bureaucratic system of bureaucracy, and its main purpose is contract governance and contractual management. Because of its stability and universality, the bureaucracy designed by Weber realized the effective allocation of power and became the ideal organizational form of that era. The privatization reform in our country is mainly in the form of service purchase, which follows the spirit of contract and the logic of contract, but there exists the coexistence of contract system and bureaucracy system. Exploring the formation mechanism and operational logic of bureaucracy in the field of service purchase is helpful to explain the phenomenon of "in-system purchase" in service purchase in China, and to provide better experience for the innovation of public service system.
