【摘要】：隨著時(shí)代的發(fā)展和人們民主意識(shí)的不斷覺醒，公眾參與公共管理已成為全球性的熱門話題。在我國，雖然公眾參與公共管理起步較晚，但是隨著我黨民主政治力度的不斷加強(qiáng)和公眾參與公共管理事件的發(fā)生，我國公眾參與公共管理已成為社會(huì)的焦點(diǎn)。本文正是基于這樣的社會(huì)背景，對(duì)我國公眾參與公共管理的有效性進(jìn)行深入的分析和探討。 本文引言部分闡述了探討我國公眾參與公共管理有效性的意義，中外公眾參與公共管理研究現(xiàn)狀以及本文采用的主要研究方法。 本文的第一部分探討了公眾參與公共管理的內(nèi)涵和意義，對(duì)有效性及公眾參與公共管理有效性進(jìn)行了界定，在闡明其要義的前提下，提煉出了公眾有效參與公共管理的四個(gè)特征，即公眾以相宜的形式參與公共管理，，公眾合理的訴求被采納，實(shí)現(xiàn)公眾與政府共同參與公共管理，公共管理效果優(yōu)化、促進(jìn)社會(huì)公平。為了將公眾參與公共管理有效性更加明晰化，筆者提出了公眾參與公共管理有效性的判定方法，并根據(jù)評(píng)判主體的不同提出了兩種度量方式。 本文第二部分總結(jié)分析了我國公眾參與公共管理的發(fā)展歷程與現(xiàn)狀，為深入探析我國公眾參與公共管理的有效性作了必要的鋪墊。 本文第三部分對(duì)我國公眾參與公共管理有效性存在的問題及成因進(jìn)行了深入分析。問題主要表現(xiàn)在公眾參與公共管理普遍性不足，參與效果欠佳，缺乏可操作的程序規(guī)范，公眾能力不足等；而這些問題主要是由于我國公眾民主意識(shí)薄弱，政府對(duì)公眾參與的忽視，缺乏法律制度供給，公眾與政府信息不對(duì)稱等原因造成的。 本文第四部分主要介紹了國外公眾參與公共管理的先進(jìn)理念和經(jīng)驗(yàn)，這些有助于我國在公眾參與公共管理方面拓寬思路，實(shí)現(xiàn)更好的發(fā)展。 本文第五部分針對(duì)我國公眾參與公共管理存在的問題及成因，提出了具有可操作性的措施和建議，并希望通過這些措施的實(shí)施，加強(qiáng)我國公眾參與公共管理的有效性，更好地促進(jìn)民主政治的發(fā)展。
[Abstract]:With the development of the times and the awakening of people's democratic consciousness, public participation in public management has become a global hot topic. In China, public participation in public management started late, but with the continuous strengthening of our party's democratic politics and the occurrence of public participation in public management events, public participation in public management has become the focus of the society. Based on this social background, this paper makes an in-depth analysis and discussion on the effectiveness of public participation in public management in China. The introduction of this paper expounds the significance of discussing the effectiveness of public participation in public management in China, the present situation of the research on public participation in public management in China and foreign countries, and the main research methods adopted in this paper. The first part of this paper discusses the connotation and significance of public participation in public management, defines the effectiveness of public participation and public participation in public management. This paper abstracts the four characteristics of public effective participation in public management, that is, the public participates in the public management in a suitable form, the public's reasonable demands are adopted, the public and the government participate in the public management jointly, and the public management effect is optimized. Promote social equity. In order to make the effectiveness of public participation in public management more clear, the author puts forward a judgment method of the effectiveness of public participation in public management, and puts forward two kinds of measurement methods according to the different judgment subjects. The second part of this paper summarizes and analyzes the development process and present situation of public participation in public management in China, and makes a necessary foundation for further analysis of the effectiveness of public participation in public management in China. The third part analyzes the problems and causes of public participation in public management. The main problems are that the universality of public participation in public management is insufficient, the participation effect is not good, the operational procedure is lacking, the public capacity is insufficient, and these problems are mainly due to the weak democratic consciousness of the public in our country. The government neglects the public participation, lacks the legal system supply, and the information asymmetry between the public and the government. The fourth part of this paper mainly introduces the advanced ideas and experiences of public participation in public management in foreign countries, which is helpful to broaden the thinking and realize better development of public participation in public management in our country. In the fifth part of this paper, aiming at the problems and causes of public participation in public management in our country, the author puts forward some operable measures and suggestions, and hopes to strengthen the effectiveness of public participation in public management through the implementation of these measures. Better promote the development of democratic politics.
