【摘要】：澳大利亞在傳統(tǒng)"福利國家"走向衰落和新公共管理改革的影響下,政府與醫(yī)院、全科醫(yī)療診所、社區(qū)衛(wèi)生服務(wù)機構(gòu)之間建立了"購買"關(guān)系,形成了包括籌集資金、競爭性購買、政府付費及監(jiān)督與評價4個環(huán)節(jié)在內(nèi)的較為完善的政府購買醫(yī)療衛(wèi)生服務(wù)運行機制,表現(xiàn)出了較強的公平性、高效性和完整性。本文結(jié)合澳大利亞的實踐經(jīng)驗,總結(jié)了中國政府購買醫(yī)療衛(wèi)生服務(wù)中存在的主要問題,旨在為中國政府購買醫(yī)療衛(wèi)生服務(wù)機制的建構(gòu)提供啟示。
[Abstract]:Under the influence of the decline of the traditional "welfare state" and the new public management reform, Australia has established a "buy" relationship between the government and hospitals, general health clinics, community health services, which includes raising funds. Competitive purchase, government payment and supervision and evaluation of the four links of the relatively perfect government purchase of medical and health services operating mechanism, showing a strong fairness, high efficiency and integrity. Based on the practical experience of Australia, this paper summarizes the main problems existing in the purchase of medical and health services by the Chinese government, in order to provide enlightenment for the construction of the mechanism for the purchase of medical and health services by the Chinese government.
