南水北調工程建設中“整體政府”公共服務模式研究

【摘要】:我國南澇北旱,南水北調工程是通過跨流域的水資源合理配置,緩解中國北方水資源嚴重短缺問題的重大工程。南水北調工程的建設可以促進南北方經濟、資源和環(huán)境、社會和人口的協(xié)調發(fā)展。南水北調工程涉及工程建設、移民搬遷、環(huán)保治污等多方面,對沿線7省市的經濟、民生和生態(tài)建設具有重大意義。工程建設涉及沿線各級政府部門、水利部門、交通部門、移民安置部門、環(huán)保部門、工程設計單位、施工單位、以及旅游、文物考古等眾多部門,各級政府、各部門之間看似分離,實質上都為河南省南水北調中線工程建設領導小組成員單位,都對南水北調河南段工程建設負有相應的責任,也就是由一個高層次的權威部門(組織)作為政策性領導,各具體職能部門之間只有擁有良好的溝通協(xié)作才能最終完成這一重大水利工程。從公共管理理論角度出發(fā),“整體政府”理論在南水北調工程建設中則有極為典型的體現。 “整體政府”是在公共政策與公共服務過程里,運用交互式、協(xié)作式和一體化管理方法和技術的新型政府改革治理方式。目的是促使各種公共管理主體,(如政府、社會或私人組織,以及政府內部各部門等)在共同的管理活動中能夠協(xié)調一致,做到功能整合,有效利用稀缺資源,消除排斥的政策情境,為公民提供無縫隙的服務。“整體政府”公共服務模式即包含政府部門間橫向的合作與溝通,也涉及上下級政府之間的縱向協(xié)調與整合,意在克服現有政府管理過程中普遍存在的“碎片化”制度結構和部門自我中心主義,提升政府部門處理綜合性問題的能力。 南水北調工程是國家重大戰(zhàn)略性工程,工程復雜,環(huán)節(jié)眾多,涉及面廣。本文將以“整體政府”理論為理論工具,以南水北調河南段工程為主要研究對象,以河南段工程中一件典型事例作為支撐,結合近年來在南水北調系統(tǒng)中的工作經驗,從南水北調河南段工程建設領導體制、組織機構,管理方式等方面,,對南水北調工程建設中的“整體政府”公共服務模式進行研究、總結和梳理。簡述河南省南水北調工程建設管理體制中“整體政府”理論思路的體現,探索“整體政府”公共服務模式對我國政府間多部門協(xié)作的啟示,為南水北調河南段工程通水運行后的管理體制提供一些借鑒。
[Abstract]:The South-to-North Water transfer Project is an important project to alleviate the serious shortage of water resources in the north of China through the rational allocation of water resources across the river basin. The construction of South-to-North Water transfer Project can promote the harmonious development of economy, resources and environment, society and population. The South-to-North Water transfer Project involves many aspects, such as engineering construction, resettlement and relocation, environmental protection and pollution control. It is of great significance to the economic, livelihood and ecological construction of 7 provinces and cities along the route. The construction of the project involves government departments at all levels, water conservancy departments, transportation departments, resettlement and resettlement departments, environmental protection departments, engineering design units, construction units, tourism, cultural relics and archaeology, and many other departments along the route. Governments at all levels, It seems that the various departments are separated from each other. In fact, they are all members of the construction leading group of the South-to-North Water transfer Project in Henan Province, and all have corresponding responsibilities for the construction of the Henan Section of the South-to-North Water transfer Project. That is, by a high-level authority (organization) as the policy leadership, each specific functional departments only have good communication and cooperation to finally complete this major water conservancy project. From the angle of public management theory, the "whole government" theory is typical in the construction of South-to-North Water transfer Project. "integral government" is a new type of government reform and governance mode, which applies interactive, cooperative and integrated management methods and techniques in the process of public policy and public service. The aim is to promote coherence, functional integration and the effective use of scarce resources in common management activities by various public management agents (e.g., government, social or private organizations, and departments within government), Eliminate the policy situation of exclusion and provide seamless services to citizens. The public service mode of "whole government" includes horizontal cooperation and communication among government departments, as well as vertical coordination and integration between upper and lower governments. The purpose of this paper is to overcome the fragmented institutional structure and departmental egocentrism in the process of government management, and to enhance the ability of government departments to deal with comprehensive problems. South-to-North Water transfer Project is a major national strategic project, the project is complex, many links, involving a wide range. This paper will take the "whole government" theory as the theoretical tool, take the Henan section project of the South-to-North Water transfer Project as the main research object, take a typical example of the Henan Section Project as the support, and combine the working experience in the South-to-North Water transfer system in recent years. From the aspects of leading system, organization and management mode of the construction of Henan section of South-to-North Water transfer Project, this paper studies the public service mode of "whole government" in the construction of South-to-North Water transfer Project, summarizes and combs it. This paper briefly introduces the reflection of the "whole government" theory in the management system of the South-to-North Water transfer Project in Henan Province, and explores the enlightenment of the "whole government" public service mode to the multi-department cooperation between the governments of our country. It provides some reference for the management system of Henan section of South-to-North Water transfer Project after running.
