【摘要】：在社會(huì)管理創(chuàng)新發(fā)展，逐步走向“社會(huì)治理”的大背景下，改變政府單一管理的社會(huì)管理體制，建立由政府、社會(huì)組織、以及公民有序參與的多元主體共同管理的新的社會(huì)管理格局，成為社會(huì)發(fā)展的必然趨勢(shì)。受政府部門(mén)脫鉤和市場(chǎng)經(jīng)濟(jì)的沖擊，，使本來(lái)還處于初步發(fā)展階段的社會(huì)組織很難發(fā)揮應(yīng)有的公共管理和公共服務(wù)的作用�？茀f(xié)組織是一個(gè)被賦有黨聯(lián)系科技工作者之間的橋梁和紐帶作用的社會(huì)組織，要完成自己的職責(zé)，要生存和進(jìn)一步發(fā)展壯大，迫切需要理清發(fā)展思路，確定未來(lái)發(fā)展方向。 本文系統(tǒng)闡述了科協(xié)組織的范圍與類(lèi)型、內(nèi)涵與特點(diǎn)，明確所研究的社會(huì)管理的范圍，對(duì)科協(xié)與學(xué)會(huì)（學(xué)術(shù)性群眾團(tuán)體）、科技團(tuán)體的差異進(jìn)行區(qū)別；論述了科協(xié)組織參與社會(huì)管理的必要性和重要意義、科協(xié)組織在社會(huì)管理中的職能和任務(wù)、科協(xié)組織參與社會(huì)管理的優(yōu)勢(shì)和問(wèn)題；同時(shí)對(duì)科協(xié)組織參與社會(huì)管理中，政府有關(guān)職能向科協(xié)組織轉(zhuǎn)移進(jìn)行可行性分析，從政府有關(guān)職能向科協(xié)組織轉(zhuǎn)移的現(xiàn)有格局入手，闡述政府有關(guān)職能向科協(xié)組織轉(zhuǎn)移的有關(guān)原則、主要內(nèi)容；以杭州市科協(xié)為案例進(jìn)行實(shí)證分析，以國(guó)外科技團(tuán)體為視野得出啟示，提出了促進(jìn)科協(xié)組織參與社會(huì)管理的思路與對(duì)策。
[Abstract]:Under the background of innovation and development of social management and gradually moving towards "social governance", the social management system of single government management should be changed, and the government and social organizations should be established. And the new social management pattern in which citizens participate in order and multiple subjects jointly manage becomes the inevitable trend of social development. With the impact of the decoupling of government departments and the market economy, it is very difficult for social organizations, which were still in the initial stage of development, to play their due role in public administration and public service. The organization of science and technology association is a social organization which has the function of bridge and tie between the Party and the scientific and technological workers. In order to complete its own duties, to survive and further develop, it is urgent to clarify the thinking of development and determine the direction of future development. This paper systematically expounds the scope and types, connotation and characteristics of the organization of the Association of Science and Technology, clarifies the scope of the social management studied, and distinguishes the difference between the Association of Science and Technology and the academic mass organization and scientific and technological organization. This paper discusses the necessity and significance of the organization's participation in social management, its functions and tasks in the social management, the advantages and problems of the organization's participation in the social management, and the participation of the association's organization in the social management. This paper analyzes the feasibility of the transfer of the relevant functions of the government to the organization of the Association of Science and Technology, starting with the existing pattern of the transfer of the relevant functions of the government to the organization of the Association of Science and Technology. Taking Hangzhou Association of Science and Technology as an example, this paper makes an empirical analysis and draws inspiration from foreign scientific and technological organizations, and puts forward some ideas and countermeasures to promote the organization of science and technology association to participate in social management.
