【摘要】：政策協(xié)同是利用協(xié)同思維解決跨界問題的新興政策管理模式,被視作政府科學(xué)決策的基本思維范式,然而它仍是一個較新的概念,學(xué)術(shù)界對其內(nèi)涵的解讀并不一致。通過系統(tǒng)梳理政策協(xié)同的內(nèi)涵及維度,基于決策演進視角,分別從作用效果、現(xiàn)狀評估、實施阻滯、實現(xiàn)途徑4個方面進行述評,并進一步聚類政策協(xié)同研究領(lǐng)域,最后探討了未來研究應(yīng)聚焦的方向。
[Abstract]:Policy synergy is a new mode of policy management to solve cross-border problems by using synergistic thinking. It is regarded as the basic thinking paradigm of government scientific decision-making. However, it is still a relatively new concept, and the interpretation of its connotation is not consistent in academic circles. Through systematically combing the connotation and dimension of policy coordination, based on the perspective of decision evolution, this paper reviews from four aspects: the effect of action, the evaluation of current situation, the block of implementation, the way of implementation, and further cluster the research field of policy coordination. Finally, the direction of future research should be discussed.
