【摘要】：文藝類社會(huì)團(tuán)體是由有著共同文藝追求和興趣愛好的文藝工作者們?yōu)榱藵M足文藝工作者之間的交流需求,自愿組成、依法登記成立的社會(huì)組織。其宗旨是提高文藝工作者的社會(huì)地位,維護(hù)文藝工作者的權(quán)利,增強(qiáng)行業(yè)管理標(biāo)準(zhǔn)、規(guī)范行業(yè)行為,為國家文化體制改革和文化產(chǎn)業(yè)發(fā)展發(fā)揮出應(yīng)有的公共職能。文藝類社會(huì)團(tuán)體通過提供公共服務(wù)的方式解決了政府失靈的問題,維護(hù)了社會(huì)的繁榮和穩(wěn)定,已成為當(dāng)今多元化社會(huì)中不可或缺和替代的社會(huì)組織。然而,當(dāng)前我國的文藝類社會(huì)團(tuán)體在管理過程中卻面臨許多困境和挑戰(zhàn)。以昆明市模特藝術(shù)家協(xié)會(huì)為例,傳統(tǒng)的管理模式下存在有政府部門行政干預(yù)現(xiàn)象嚴(yán)重,民間性不足、管理方式略顯陳舊、人員配置不科學(xué)、協(xié)會(huì)業(yè)務(wù)活動(dòng)單一、活動(dòng)經(jīng)費(fèi)短缺等問題,諸多的問題已經(jīng)成為了昆明市文藝類社會(huì)團(tuán)體發(fā)展過程中的阻礙。要推動(dòng)昆明市文藝類社會(huì)團(tuán)體進(jìn)入良性發(fā)展?fàn)顟B(tài),必須將社團(tuán)管理過程中存在的問題加以解決,從轉(zhuǎn)變管理模式的方式入手,理順社團(tuán)的管理體制。 本文以昆明市模特協(xié)藝術(shù)家協(xié)會(huì)改革管理模式前后的狀況為實(shí)例,以公共管理和社會(huì)組織管理的相關(guān)理論為理論依據(jù),全面的分析出昆明市文藝類社會(huì)團(tuán)體在管理過程中存在問題的原因：文藝社團(tuán)存在“半官半民”的特點(diǎn)、內(nèi)部管理制度不完善、自治意識(shí)薄弱、沒有建立科學(xué)的管理規(guī)定、缺乏內(nèi)部監(jiān)督機(jī)制、缺乏管理人才資源、基本沒有項(xiàng)目運(yùn)作能力、協(xié)會(huì)資金來源單一。通過與香港文藝類社會(huì)團(tuán)體的管理特點(diǎn)比較,分析自身的不足之處,提出通過與行政部門形成良性的合作關(guān)系、為自身發(fā)展創(chuàng)造良好的外部環(huán)境、注重人才選拔培養(yǎng)機(jī)制、構(gòu)建有效的自律機(jī)制、打造社團(tuán)項(xiàng)目運(yùn)作發(fā)展模式、爭取獲得更多渠道的資金支持的方式來轉(zhuǎn)變管理模式,為昆明市文藝類社會(huì)團(tuán)體的發(fā)展提供理論依據(jù)和實(shí)踐支持,具有實(shí)際應(yīng)用價(jià)值。
[Abstract]:The social organization of literature and art is a social organization which is formed voluntarily by the writers and artists who have the common pursuit and interest of literature and art in order to meet the needs of communication between literary and art workers and to register and establish according to law. Its purpose is to improve the social status of literary and art workers, safeguard the rights of literary and art workers, strengthen industry management standards, standardize industry behavior, and play a due public function for the reform of national cultural system and the development of cultural industry. Literary and artistic social organizations have solved the problem of government failure by providing public services, and maintained the prosperity and stability of the society. They have become an indispensable and substitute social organization in today's pluralistic society. However, the literature and art social organizations in our country are facing many difficulties and challenges in the process of management. Taking Kunming Model and Artist Association as an example, there is a serious phenomenon of administrative intervention by government departments in the traditional management mode, the folk nature is insufficient, the management mode is a little outmoded, the staffing is not scientific, and the business activities of the association are single. The shortage of funds for activities has become a hindrance to the development of literature and art social organizations in Kunming. In order to promote the literary and artistic social organizations in Kunming to enter into a benign state of development, we must solve the problems existing in the process of community management, start with changing the mode of management, and straighten out the management system of the community. This article takes Kunming Model Association artists Association before and after the reform of the management model as an example, based on the relevant theories of public management and social organization management as the theoretical basis. The reasons for the problems in the management process of the literature and art social organizations in Kunming are analyzed comprehensively: the literature and art organizations have the characteristics of "semi-official and half-citizen", the internal management system is not perfect, the sense of autonomy is weak, and the scientific management regulations have not been established. Lack of internal supervision mechanism, lack of management talent resources, basic no project operation capacity, the association funding source is single. By comparing with the management characteristics of Hong Kong literary and art social organizations, this paper analyzes its own shortcomings, and puts forward that through forming a benign cooperative relationship with the administrative departments, it can create a good external environment for its own development, and pay attention to the mechanism of talent selection and training. Constructing effective self-discipline mechanism, creating the development mode of community project operation, striving to obtain more channels of fund support to change the management mode, providing theoretical basis and practical support for the development of literature and art social organizations in Kunming, and providing theoretical basis and practical support for the development of literary and artistic social organizations in Kunming. It has practical application value.
