【摘要】：西方國(guó)家的研究與實(shí)踐表明,PPP模式是一種行之有效的公共管理與公共服務(wù)市場(chǎng)化手段;因此,PPP模式對(duì)于推動(dòng)我國(guó)流域管理的市場(chǎng)化發(fā)展具有積極借鑒意義。基于契約理論和委托代理理論,構(gòu)建了流域管理PPP模式項(xiàng)目契約Holmstrom-Milgrom模型,以此重構(gòu)流域管理市場(chǎng)化過(guò)程中政府與市場(chǎng)主體間的角色定位和利益關(guān)系。模型分析和數(shù)值模擬表明,適度將第三方監(jiān)督寫(xiě)入流域管理PPP模式項(xiàng)目契約,可以降低委托代理成本,提高契約彈性,降低道德風(fēng)險(xiǎn)。最后,提出了政策建議。
[Abstract]:The research and practice in western countries show that PPP model is an effective market-oriented means of public management and public service, so PPP model has positive reference significance for promoting the marketization development of watershed management in China. Based on the contract theory and the principal-agent theory, the project contract Holmstrom-Milgrom model of watershed management PPP model is constructed to reconstruct the role orientation and interest relationship between the government and the market subject in the process of watershed management marketization. The model analysis and numerical simulation show that proper third-party supervision in the project contract of PPP model can reduce the cost of principal-agent, improve the flexibility of contract, and reduce moral hazard. Finally, some policy suggestions are put forward.
