【摘要】：農(nóng)產(chǎn)品作為大眾的生活必需品,從田間地頭到百姓餐桌,必然經(jīng)歷流通過程,農(nóng)產(chǎn)品的流通與百姓生活息息相關,與社會穩(wěn)定發(fā)展緊密相連,具有重要的意義和作用。但是,隨著我國經(jīng)濟的快速發(fā)展和人民生活水平的日益提高,現(xiàn)有的農(nóng)產(chǎn)品流通體系暴露出了市場供求信息傳導不暢導致生產(chǎn)盲目性較大,農(nóng)產(chǎn)品供給大幅度波動,“買難”、“賣難”現(xiàn)象交替出現(xiàn)；燃油等物流成本高,冷鏈運輸率低,損耗浪費多；各類市場收費名目繁多,層層加價現(xiàn)象嚴重等問題,這些問題的出現(xiàn)嚴重制約著農(nóng)民收入增長、農(nóng)村經(jīng)濟發(fā)展和人民生活的改善。為此,財務部、商務部自2011年開始在江蘇、浙江等部分省份開展了農(nóng)產(chǎn)品現(xiàn)代流通綜合試點。2012年山東省農(nóng)產(chǎn)品現(xiàn)代流通綜合試點全面開展,萊蕪市作為國家級試點市,現(xiàn)已全面開展以三辣一麻”(生姜、白皮蒜、雞腿蔥,花椒)、黑豬為代表的特色優(yōu)質、安全高效農(nóng)產(chǎn)品現(xiàn)代流通體系建設。 萊蕪是山東省重要的農(nóng)產(chǎn)區(qū),名優(yōu)土特產(chǎn)品極為豐富,大力發(fā)展農(nóng)產(chǎn)品現(xiàn)代流通體系建設積極作用十分明顯,不僅有利于促進“三農(nóng)”發(fā)展,調(diào)整產(chǎn)業(yè)結構,促進經(jīng)濟平穩(wěn)較快發(fā)展,而且有利于擴大消費、促進內(nèi)需、穩(wěn)定價格,滿足人民日益增長的消費需求。 文章在明確農(nóng)產(chǎn)品現(xiàn)代流通體系相關概念和理論的基礎上,通過案例分析、實證分析等方式深入剖析萊蕪市農(nóng)產(chǎn)品現(xiàn)代流通體系建設工作,對菜蕪市農(nóng)產(chǎn)品流通體系的現(xiàn)狀和主要做法進行了闡述,重點分析了萊蕪市農(nóng)產(chǎn)品現(xiàn)代流通體系建設中存在的問題以及造成這些問題的原因,更多的從公共管理角度,結合萊蕪市市情提出加強萊蕪市農(nóng)產(chǎn)品現(xiàn)代流通體系建設的意見和建議。 萊蕪市農(nóng)產(chǎn)品現(xiàn)代流通體系建設存在的主要問題是：流通主體不配合；配套資金難落實；優(yōu)惠政策難爭取；項目進展緩慢；流通市場建設改造升級難度大；農(nóng)產(chǎn)品流通信息化體系作用難發(fā)揮。造成這些問題的主要原因是：政府及流通主體思想觀念滯后；政策法規(guī)不完善；項目建設涉及各方利益難協(xié)調(diào)；職能部門職責分工不明晰；專業(yè)人才的匱乏；流通信息化服務體系建設不完善等。基于此,為真正建立起完善、高效、暢通、安全的農(nóng)產(chǎn)品現(xiàn)代流通體系,提出通過加強教育引導,提高社會重視程度；完善政策法規(guī),加大政府扶持力度；強化項目管理,形成跟蹤服務監(jiān)管長效機制；明確責任分工,促進部門間協(xié)同配合；利用高校平臺,探索人才培養(yǎng)模式等方面給予意見和建議,希望為下一步萊蕪市農(nóng)產(chǎn)品流通體系建設提供一定的參考。
[Abstract]:Agricultural products, as the necessities of life for the masses, must go through the circulation process from the farm land to the people's table. The circulation of agricultural products is closely related to the people's life, closely linked to the social stability and development, and has an important significance and role. However, with the rapid economic development of our country and the increasing improvement of the people's living standards, the current agricultural product circulation system has exposed that the poor transmission of information between supply and demand in the market has led to greater blindness in production, and the supply of agricultural products has fluctuated by a large margin. The phenomenon of "difficult to sell" appears alternately; the logistics costs such as fuel are high, the transportation rate of cold chain is low, the wastage is much more; the various kinds of market charges are various, and the phenomenon of price increase is serious. The emergence of these problems seriously restricts the growth of farmers' income. Rural economic development and improvement of people's living standards. To this end, the Ministry of Finance and the Ministry of Commerce have launched a comprehensive pilot project on the modern circulation of agricultural products in Jiangsu, Zhejiang and other provinces since 2011. In 2012, the comprehensive pilot of modern circulation of agricultural products in Shandong Province was carried out in an all-round way, and Laiwu City as a national pilot city. Now, the modern circulation system of three hot and one hemp (ginger, garlic, shallot, prickly pepper and black pig) has been built. Laiwu is an important agricultural area in Shandong Province, and famous and excellent native products are extremely rich. The positive role of vigorously developing the modern circulation system of agricultural products is very obvious, which is not only conducive to promoting the development of agriculture, rural areas and farmers, but also adjusting the industrial structure. Promoting steady and rapid economic development, but also conducive to expanding consumption, promoting domestic demand, stabilizing prices, and meeting the increasing consumer demand of the people. On the basis of defining the concepts and theories related to the modern circulation system of agricultural products, this paper deeply analyzes the construction of the modern circulation system of agricultural products in Laiwu City by means of case analysis and empirical analysis. This paper expounds the current situation and main methods of the circulation system of agricultural products in Caiwu city, analyzes the problems existing in the construction of the modern circulation system of agricultural products in Laiwu City and the causes of these problems, and more from the perspective of public management. Combined with the situation of Laiwu City, the paper puts forward some suggestions and suggestions on strengthening the construction of modern circulation system of agricultural products in Laiwu City. The main problems in the construction of modern circulation system of agricultural products in Laiwu are: the main body of circulation does not cooperate; the supporting fund is difficult to implement; the preferential policy is difficult to strive for; the project progress is slow; the construction and upgrading of circulation market is difficult; Agricultural products circulation information system is difficult to play a role. The main reasons for these problems are: the government and the main ideas of circulation lag; the policies and regulations are imperfect; the project construction involves the interests of all parties difficult to coordinate; the division of responsibilities of functional departments is not clear; the lack of professionals; Circulation information service system construction is not perfect and so on. Based on this, in order to establish a perfect, efficient, smooth and safe modern circulation system of agricultural products, it is proposed to strengthen the educational guidance, improve social attention, improve policies and regulations, increase government support, and strengthen project management. To form a long-term mechanism for monitoring tracking services; to make clear the division of responsibilities, to promote coordination among departments; to make use of the university platform to explore the mode of personnel training, and to give advice and suggestions. We hope to provide some reference for the construction of circulation system of agricultural products in Laiwu City.
