【摘要】：水是一個(gè)城市的重要載體,與城市的發(fā)展密不可分。隨著社會(huì)經(jīng)濟(jì)的不斷發(fā)展,城市功能結(jié)構(gòu)也隨之發(fā)生轉(zhuǎn)變。過去的濱水城市岸線主要基于工業(yè)的發(fā)展用途,現(xiàn)在逐漸轉(zhuǎn)變?yōu)橐陨虅?wù)、住宅、公園、綠地等為主的多元化結(jié)構(gòu),成為城市形象和城市特色的典型代表區(qū)域。岸線是濱江城市的重要公共空間,岸線的開發(fā)利用和管理直接關(guān)系到居民日常生活和社會(huì)生活。而現(xiàn)實(shí)中濱江城市城區(qū)岸線占用居民公共空間、無序開發(fā)利用、亂建亂占、破壞陸域資源和生態(tài)的現(xiàn)象比比皆是。因此,濱江城市城區(qū)岸線成為城市管理應(yīng)當(dāng)重視的一個(gè)區(qū)域。如何規(guī)范城市濱江城市城區(qū)岸線規(guī)劃建設(shè)管理,科學(xué)利用公共空間資源,保障公眾合法權(quán)益,改善城市人居環(huán)境,成為一個(gè)迫切需要研究的重要課題。 本文選取樂山城區(qū)濱江岸線為研究對(duì)象,對(duì)樂山城區(qū)濱水岸線開發(fā)進(jìn)行實(shí)地考察,從公共管理的角度,以市民回歸水岸生活、提高城市居住品質(zhì)與岸線開發(fā)利用的合理回歸為著眼點(diǎn),分析目前樂山城區(qū)濱江岸線開發(fā)利用與管理現(xiàn)狀的不足之處,探尋改進(jìn)辦法,提高城市濱江岸線的利用價(jià)值。在具體研究方法上,通過田野調(diào)查法對(duì)樂山城區(qū)濱水岸線開發(fā)利用現(xiàn)狀進(jìn)行深入剖析,通過文獻(xiàn)研究分析、實(shí)際個(gè)案分析以及比較分析法對(duì)濱海、濱河城市的開發(fā)管理方式等方法進(jìn)行歸納總結(jié),提出了濱江城市城區(qū)岸線公共空間開發(fā)利用與管理的問題、原則與對(duì)策。積極倡導(dǎo)岸線的綜合性開發(fā)利用與管理,并結(jié)合多個(gè)學(xué)科的相關(guān)理論知識(shí),豐富了濱江城市的開發(fā)利用與管理理論基礎(chǔ),從而積極引導(dǎo)我國(guó)城市濱水岸線的合理開發(fā)利用與管理,為我國(guó)城市濱水區(qū)的建設(shè)做出最大貢獻(xiàn)。
[Abstract]:Water is an important carrier of a city, and the development of the city is inseparable. With the development of social economy, the function structure of city also changes. The waterfront of waterfront in the past was mainly based on the development of industry. Now it has gradually changed into a diversified structure of commerce, residence, park, green space and so on, and has become a typical representative area of city image and city characteristics. The bank line is an important public space in the riverside city. The development, utilization and management of the bank line are directly related to the daily life and social life of the residents. In reality, the riverfront occupies the public space of the residents, disorderly development and utilization, disorderly construction, and destruction of land resources and ecology. Therefore, the riverfront of the urban area has become a region that should be attached importance to in urban management. How to standardize the planning and management of the urban shoreline, how to use public space resources scientifically, how to protect the legitimate rights and interests of the public, and how to improve the urban human settlements environment have become an urgent and important subject to be studied. In this paper, the riverfront of Leshan City is selected as the research object, and the development of waterfront line in Leshan City is investigated on the spot. From the angle of public management, the citizens return to the waterfront life. From the point of view of improving the living quality of the city and the reasonable regression of the development and utilization of the riverfront, this paper analyzes the deficiency of the present situation of the development, utilization and management of the riverfront in Leshan city, and explores the ways to improve the utilization value of the riverfront of the city. In the specific research method, through the field investigation method to carry on the thorough analysis to the Leshan city waterfront line development utilization present situation, through the literature research analysis, the actual case analysis and the comparative analysis method to the coastal area, The methods of development and management of riverside city are summarized, and the problems, principles and countermeasures of the development, utilization and management of the public space along the riverfront of the city are put forward. Actively advocating the comprehensive development and management of the coastline, and combining with the relevant theoretical knowledge of many disciplines, enriched the theoretical basis of the development, utilization and management of the riverside city. Therefore, we should guide the rational development and management of the urban waterfront in our country, and make the greatest contribution to the construction of the urban waterfront in our country.
