【摘要】：信息技術是二十一世紀人類重要的發(fā)展成果,已經成為人們不可或缺的生活資源，潛移默化地豐富了社會發(fā)展的內涵。隨著信息技術的不斷發(fā)展和普及，人們逐步接受和習慣利用網絡處理日常事務，客觀上成為了歷史發(fā)展的趨勢和社會管理的需求。建設電子化服務型政府將極大地推進政府辦事機構充分利用信息技術為社會提供更加方便、快捷的管理服務，同時也更加有利于政府信息公開，從而提高政府在公眾心目中的公信力。因此，，政府在從事公共管理與服務過程中，充分利用信息技術建立電子政務平臺是大眾愿景和大勢所趨。這是一個系統(tǒng)的工程，目前在一些領域和政府部門已經建立了電子政務平臺，但還沒有形成體系和完整的鏈條，同時原有的機制、體制，甚至辦事流程等，還不能完全適應信息化時代的發(fā)展要求，有的還成為信息技術應用于政務的制約因素，從而影響人們對使用電子政務平臺的信心。這需要有針對性地對原有的政務機制體制予以完善，對政府機構進行必要的重組和調整，以便更好地適應電子政務的需求。 隨著改革開放的不斷深入，我國對外交往范圍不斷擴大，因公出國（境）逐步增多，為中國社會發(fā)展做出了巨大貢獻，同時也對加強因公出國（境）的管理提出了新的挑戰(zhàn)。雖然近幾年，國家加強了規(guī)范管理力度，不斷改進審批流程，提高辦事效率，但是，在整個因公出國（境）審批流程中，仍普遍存在采用紙質文本傳遞的現狀，既耗時又耗力，既增加政府開支，信息又不透明。無論怎樣簡化審批程序，在當今信息化時代，都頗顯復雜。特別是利用公款出國（境）旅游現象不斷被網絡和其它媒體曝光，嚴重損害了黨和政府的形象，也誘發(fā)了多方面的腐敗問題。因此，需要改進因公出國（境）管理方式，不斷完善電子化程度。 本文通過對市級政府因公出國（境）管理電子化問題研究，探討電子化在市級政府因公出國（境）管理中使用的可行性及因公出國（境）管理的有效空間，促進市級政府因公出國（境）管理更加規(guī)范、服務更加快捷便利，縮短審批流程，節(jié)約辦公經費，以更加完善的措施和更加先進的技術加強市級政府因公出國（境）管理，貫徹落實中央八項規(guī)定，加強黨風廉政建設和反腐倡廉工作，有效遏制因公出國（境）旅游現象的發(fā)生。筆者以市級政府因公出國（境）管理電子化為例，以窺一斑而見全豹的研究目的，通過對因公出國（境）管理電子化研究，期待以更合理更嚴謹的制度來管理因公出國（境），切實改進工作作風，更好地服務黨和國家中心工作，并引發(fā)深層次的思考。本文結構如下： 緒論部分通過以研究緣由、研究意義，國內外研究和實踐現狀、研究內容與方法等作為基礎準備，對論文的寫作思路進行了設計和規(guī)范。 論文主體是市級政府因公出國（境）管理電子化現狀及應用問題研究，共分三部分，具體內容包括：第一部分闡述了市級政府因公出國（境）管理電子化的概念和條件；第二部分探討了市級政府因公出國（境）管理電子化的可行范圍；第三部分研究了市級政府因公出國（境）管理電子化的有效空間，包括內網、外網、互聯網空間的綜合分析。 結論部分主要總結了因公出國（境）管理電子化存在的問題，提出了推進因公出國（境）管理電子化建設的策略，要解決政務理念問題，需要相關法律制度來保障，倡導要按照“統(tǒng)一標準、共享資源、面向應用、保障發(fā)展”的原則，完善電子政務建設，按照“全面真實、及時便民”的原則，依法公開信息，按照“統(tǒng)籌規(guī)劃、科學建設”的原則，加強組織領導，按照“加強服務、勤政廉潔”的原則，提高工作人員的素質，形成公正透明、廉潔高效的因公出國（境）管理運行機制。
[Abstract]:With the continuous development and popularization of information technology , people gradually accept and use the network to deal with the daily affairs and objectively become the trend of historical development and the demand of social management .

With the deepening of the reform and opening up , our country ' s external communication has been expanding continuously , which has made great contributions to the development of China ' s social development .

This paper discusses the feasibility of electronization in the management of the public going abroad ( state ) and the effective space of the public going abroad ( state ) management through the study of the electronic problem of the city government on the basis of the public going abroad ( state ) . It promotes the administration of the public going abroad ( state ) by the municipal government . The author hopes to strengthen the work style and better serve the Party and the National Center to improve the work style and better serve the Party and the National Center .

On the basis of research reasons , research significance , domestic and foreign research and practice situation , research contents and methods , the introduction part designs and codes the writing idea of the paper .

The main part of this paper is to study the current situation and the application problems of the municipal government in the light of the state of going abroad ( state ) , which consists of three parts : the first part expounds the concept and conditions of the electronic commerce of the municipal government on the basis of the public going abroad ( state ) ;
The second part discusses the feasible scope of the electronic commerce of the municipal government to go abroad ( state ) ;
The third part studies the effective space of the municipal government to manage the electronic commerce from the country ( state ) , including the comprehensive analysis of the inner network , the outer network and the Internet space .

Based on the principles of " unified standard , sharing resources , facing the application and safeguarding development " , we should improve the quality of the staff according to the principles of " united standard , shared resources , facing the application and safeguard development " , and improve the quality of the staff in accordance with the principles of " unified planning and scientific construction " .
