基于后新公共管理的行政問責(zé)制改革研究

【摘要】:行政問責(zé)制是監(jiān)督政府部門和行政官員履職情況的責(zé)任追究制度。實(shí)施行政問責(zé)制有利于規(guī)范行政權(quán)力的運(yùn)行,督促政府及其工作人員責(zé)任行政,促進(jìn)政府廉潔高效,推進(jìn)社會(huì)民主進(jìn)程。我國自2003年實(shí)施問責(zé)制以來,在取得巨大成就的同時(shí)也暴露出一系列問題。從后新公共管理的視角分析研究行政問責(zé)制,對行政問責(zé)制的改革和完善具有積極意義。 我國行政問責(zé)制實(shí)施過程中,存在著同體問責(zé)、人治化傾向和問責(zé)體系不健全等問題,致使違法和不當(dāng)行政行為得不到有效規(guī)范和懲處,嚴(yán)重妨礙了責(zé)任政府建設(shè),也暴露了政府管理中責(zé)任不明、誠信缺失和吏治不嚴(yán)等諸多弊端,改革勢在必行。借鑒新公共服務(wù)理論、整體政府理論和網(wǎng)絡(luò)治理理論,探索出一套符合我國國情的、與當(dāng)前經(jīng)濟(jì)政治環(huán)境相適應(yīng)的行政問責(zé)制體系,是我國行政問責(zé)制改革的當(dāng)務(wù)之急。就我國當(dāng)前行政問責(zé)制存在的問題而言,問責(zé)程序精細(xì)化、問責(zé)制度體系化、問責(zé)客體明晰化、問責(zé)過程透明化和問責(zé)主體公眾化是我國問責(zé)制改革應(yīng)選擇的基本維度。在此基礎(chǔ)上,必須采取有效措施,加強(qiáng)行政問責(zé)文化建設(shè),健全行政問責(zé)機(jī)制,,建立第三方評價(jià)體系,完善問責(zé)制法律體系,以確保行政問責(zé)制改革健康、高效、有序地進(jìn)行。 論文采用多種研究方法,研究我國行政問責(zé)制改革問題。運(yùn)用矛盾分析法客觀分析我國當(dāng)前行政問責(zé)體制中存在著官員不同價(jià)值取向的矛盾、效率與公平的矛盾等;運(yùn)用因果分析法分析我國行政問責(zé)制中存在的問題成因,預(yù)測未來行政問責(zé)制發(fā)展方向和軌跡;運(yùn)用實(shí)證分析法研究中國行政問責(zé)制取得的成就,存在的問題,產(chǎn)生動(dòng)因等。
[Abstract]:Administrative accountability system is the accountability system to supervise the performance of government departments and administrative officials. The implementation of the administrative accountability system is conducive to standardizing the operation of administrative power, urging the government and its staff to be responsible for administration, promoting the government to be clean and efficient, and promoting the process of social democracy. Since the implementation of accountability system in 2003, China has made great achievements and exposed a series of problems. The analysis and study of administrative accountability system from the perspective of post-new public management is of positive significance to the reform and perfection of administrative accountability system. In the process of implementing the administrative accountability system in our country, there are some problems such as the same body accountability, the tendency of rule by man and the imperfection of the accountability system, which results in the illegal and improper administrative behavior not being effectively regulated and punished, which seriously hinders the construction of the responsible government. It also exposed many shortcomings in government management, such as unclear responsibility, lack of integrity and lax administration of officials, etc. So reform is imperative. Drawing lessons from the new public service theory, the whole government theory and the network governance theory, to explore a suit of administrative accountability system which is in line with the national conditions of our country and adapt to the current economic and political environment, is the urgent task of the reform of the administrative accountability system in our country. With regard to the problems existing in the current administrative accountability system in our country, the refinement of the accountability procedure, the systematization of the accountability system, the clarity of the accountability object, the transparency of the accountability process and the public of the accountability subject are the basic dimensions that should be chosen for the reform of the accountability system in our country. On this basis, we must take effective measures to strengthen the construction of administrative accountability culture, perfect the administrative accountability mechanism, establish the third party evaluation system, and perfect the legal system of accountability system, so as to ensure the reform of administrative accountability system to be healthy, efficient and orderly. This paper adopts various research methods to study the reform of administrative accountability system in China. This paper analyzes objectively the contradiction of different value orientation of officials, the contradiction between efficiency and fairness in the current administrative accountability system of our country by using the contradiction analysis method, and analyzes the causes of the problems existing in the administrative accountability system of our country by using the causality analysis method. To predict the future development direction and track of administrative accountability system; to use empirical analysis to study the achievements of administrative accountability system in China, existing problems, causes and so on.
