【摘要】：發(fā)展農(nóng)業(yè)機(jī)械化,是提高農(nóng)業(yè)勞動(dòng)生產(chǎn)率與農(nóng)業(yè)生產(chǎn)力,改善農(nóng)民生產(chǎn)生活條件的重要途徑；是縮小城鄉(xiāng)差別,提高農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)水平的重要條件。科學(xué)合理的農(nóng)業(yè)機(jī)械化發(fā)展規(guī)劃,對(duì)區(qū)域內(nèi)作為公共服務(wù)提供者和公共事務(wù)管理者的政府職能部門和農(nóng)機(jī)管理機(jī)構(gòu),出臺(tái)相關(guān)扶持政策和實(shí)現(xiàn)措施發(fā)揮著重要的指導(dǎo)作用。對(duì)實(shí)現(xiàn)因地制宜、分類指導(dǎo),促進(jìn)農(nóng)業(yè)機(jī)械化又快又好發(fā)展目標(biāo)具有重要現(xiàn)實(shí)意義。自2004年《中華人民共和國(guó)農(nóng)業(yè)機(jī)械化促進(jìn)法》頒布后,中央連續(xù)8年出臺(tái)1號(hào)文件對(duì)我國(guó)農(nóng)業(yè)機(jī)械化發(fā)展給與指導(dǎo)和扶持,我國(guó)的農(nóng)業(yè)機(jī)械化進(jìn)入大發(fā)展大繁榮時(shí)期。而湘潭市的農(nóng)業(yè)機(jī)械化發(fā)展雖然取得了顯著的成績(jī),但也存在著政府扶持引導(dǎo)力度不夠、發(fā)展不均衡、社會(huì)化服務(wù)水平不高、布局不合理、發(fā)展目標(biāo)重點(diǎn)欠明確等亟待解決的問(wèn)題。面對(duì)農(nóng)業(yè)機(jī)械化發(fā)展的黃金時(shí)期,作為湘潭市農(nóng)業(yè)機(jī)械化公共管理職能的實(shí)踐者：湘潭市各級(jí)農(nóng)機(jī)管理部門,承擔(dān)著農(nóng)業(yè)機(jī)械化發(fā)展的重要職責(zé),要實(shí)現(xiàn)農(nóng)業(yè)機(jī)械化的科化發(fā)展,就要整合社會(huì)資源,廣泛運(yùn)用政治、法律、管理、經(jīng)濟(jì)等方法,強(qiáng)化政府對(duì)農(nóng)業(yè)機(jī)械化的管理能力,達(dá)到提高農(nóng)業(yè)機(jī)械化管理的政府績(jī)效和服務(wù)品質(zhì)的目的。湘潭市各級(jí)農(nóng)機(jī)部門應(yīng)通過(guò)公共政策管理的途徑,及時(shí)發(fā)現(xiàn)農(nóng)業(yè)機(jī)械化管理中的公共問(wèn)題,提出行動(dòng)方案化解問(wèn)題,遵循科學(xué)的方法和原則,進(jìn)行農(nóng)業(yè)機(jī)械化發(fā)展公共政策規(guī)劃與設(shè)計(jì)建立科學(xué)合理的湘潭市農(nóng)業(yè)機(jī)械化發(fā)展規(guī)劃,并有效執(zhí)行農(nóng)業(yè)機(jī)械化公共政策,構(gòu)建相關(guān)的管理職能機(jī)制,實(shí)現(xiàn)發(fā)展規(guī)劃,以牢牢抓住發(fā)展機(jī)遇,打造農(nóng)機(jī)強(qiáng)市,更好的服務(wù)“三農(nóng)”,促進(jìn)農(nóng)業(yè)現(xiàn)代化早日實(shí)現(xiàn)。 本文首先簡(jiǎn)要介紹選題背景與選題意義、綜合國(guó)內(nèi)外農(nóng)業(yè)機(jī)械化研究成果、明確農(nóng)業(yè)機(jī)械化的內(nèi)涵。然后運(yùn)用公共管理學(xué)原理,通過(guò)調(diào)查研究、著重剖析湘潭市農(nóng)業(yè)機(jī)械化發(fā)展的歷史與現(xiàn)狀、發(fā)展的主要成就、不足與制約因素。最后運(yùn)用公共政策規(guī)劃與設(shè)計(jì)的原理,提出了農(nóng)業(yè)機(jī)械化發(fā)展黃金時(shí)期的湘潭市農(nóng)業(yè)機(jī)械化發(fā)展規(guī)劃,確立了基本原則、發(fā)展目標(biāo)、發(fā)展重點(diǎn)、區(qū)域布局；運(yùn)用公共政策執(zhí)行原理,重點(diǎn)探討了實(shí)現(xiàn)湘潭市農(nóng)業(yè)機(jī)械化發(fā)展規(guī)劃的具體對(duì)策,主要是要完善湘潭市農(nóng)機(jī)購(gòu)置補(bǔ)貼機(jī)制、建立湘潭市農(nóng)業(yè)機(jī)械工業(yè)發(fā)展機(jī)制、創(chuàng)新湘潭市農(nóng)業(yè)機(jī)械安全監(jiān)理機(jī)制、構(gòu)建湘潭市農(nóng)業(yè)機(jī)械化政府投入機(jī)制,同時(shí)健全湘潭市其它農(nóng)業(yè)機(jī)械化管理機(jī)制,以期為湘潭市農(nóng)機(jī)管理部門指導(dǎo)農(nóng)業(yè)機(jī)械化發(fā)展,提供參考和依據(jù)。
[Abstract]:The development of agricultural mechanization is an important way to improve agricultural labor productivity and agricultural productivity and to improve farmers' production and living conditions, as well as to narrow the gap between urban and rural areas and to improve the level of agriculture and rural economy. Scientific and reasonable development plan of agricultural mechanization plays an important role in guiding regional government functional departments and agricultural machinery management agencies as public service providers and managers of public affairs to issue relevant support policies and realize measures. It is of great practical significance to realize measures according to local conditions, classify guidance, and promote the goal of agricultural mechanization. Since the promulgation of the Agricultural Mechanization Promotion Law of the people's Republic of China in 2004, the Central Government has issued document No. 1 for eight consecutive years to give guidance and support to the development of agricultural mechanization in China, and agricultural mechanization in China has entered a period of great development and prosperity. Although the development of agricultural mechanization in Xiangtan City has made remarkable achievements, there are also insufficient government support and guidance, uneven development, low level of socialized service, and unreasonable layout. The development goal key point is not clear and so on the question urgently needs to be solved. Facing the golden period of the development of agricultural mechanization, as the practitioners of the public management function of agricultural mechanization in Xiangtan City, the management departments of agricultural machinery at all levels in Xiangtan City are shouldering the important responsibility of the development of agricultural mechanization. In order to realize the scientific development of agricultural mechanization, it is necessary to integrate social resources, make extensive use of political, legal, managerial and economic methods, and strengthen the government's ability to manage agricultural mechanization. To achieve the goal of improving the government performance and service quality of agricultural mechanization management. The agricultural machinery departments at all levels in Xiangtan City should, through the means of public policy management, promptly discover public problems in the management of agricultural mechanization, put forward action plans to resolve the problems, and follow scientific methods and principles. To plan and design the public policy for the development of agricultural mechanization, to establish a scientific and reasonable development plan for agricultural mechanization in Xiangtan City, to carry out the public policy of agricultural mechanization effectively, to construct the relevant management function mechanism, and to realize the development plan. In order to firmly seize the development opportunities, build agricultural machinery to strengthen the city, better serve the "three rural", promote the realization of agricultural modernization at an early date. Firstly, this paper briefly introduces the background and significance of the selected topic, synthesizes the research results of agricultural mechanization at home and abroad, and clarifies the connotation of agricultural mechanization. Then, by applying the principle of public management, through investigation and research, the paper analyzes the history and present situation of agricultural mechanization development in Xiangtan city, the main achievements of the development, the deficiency and the restrictive factors. Finally, using the principle of public policy planning and design, the paper puts forward the development plan of agricultural mechanization in Xiangtan city during the golden period of agricultural mechanization development, and establishes the basic principles, development objectives, development emphases and regional layout. Based on the principle of public policy implementation, this paper mainly discusses the concrete countermeasures to realize the development plan of agricultural mechanization in Xiangtan city, mainly to perfect the purchase subsidy mechanism of agricultural machinery in Xiangtan city, and to establish the development mechanism of agricultural machinery industry in Xiangtan city. To innovate the supervision mechanism of agricultural machinery safety in Xiangtan City, to construct the government input mechanism of agricultural mechanization in Xiangtan City, and to perfect other management mechanisms of agricultural mechanization in Xiangtan City, in order to guide the development of agricultural mechanization in Xiangtan City.
