【摘要】：中國共產(chǎn)黨十八大和十八屆三中全會提出“社會主義協(xié)商民主是中國民主制度的重要形式,要從推進(jìn)中國特色社會主義政治體制改革發(fā)展的高度完善協(xié)商民主制度,堅持并完善中國共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度,充分發(fā)揮人民政協(xié)作為協(xié)商民主重要渠道作用,建立健全協(xié)商民主工作機(jī)制,推進(jìn)協(xié)商民主廣泛、多層、制度化發(fā)展”。這是中國執(zhí)政黨第一次把協(xié)商民主在中國的實(shí)踐和發(fā)展定性為社會主義屬性的協(xié)商民主,提出了“社會主義協(xié)商民主制度”的概念,并且把協(xié)商民主從一種民主形式上升為民主制度,成為我國國家政治制度層面上的一個重要部分。人民政協(xié)是我國協(xié)商民主發(fā)展的重要渠道,充分發(fā)揮人民政協(xié)的這一重要作用,推動協(xié)商民主廣泛、多層、制度化發(fā)展,既是地方政協(xié)履職的理論問題,又是迫切需要不斷創(chuàng)新發(fā)展的實(shí)踐問題。 本文在總結(jié)借鑒國內(nèi)外協(xié)商民主理論和實(shí)踐的基礎(chǔ)上,從公共管理協(xié)同治理的研究視角,對昆明市政協(xié)協(xié)商民主的實(shí)踐進(jìn)行研究。通過個案分析,對社會主義協(xié)商民主建設(shè)以及人民政協(xié)協(xié)商民主的實(shí)踐進(jìn)行探索,從協(xié)商民主的主體因素、執(zhí)行評估分析、利益博弈、協(xié)商環(huán)境分析和公眾參與等方面分析了制約協(xié)商民主發(fā)展的問因素,提出了協(xié)商民主的建設(shè)必須建立科學(xué)合理的協(xié)商民主制度體系,努力提高協(xié)商能力和協(xié)商成果質(zhì)量,探尋以政府公共管理的目標(biāo)導(dǎo)向完善協(xié)商民主的內(nèi)容和途徑的方法,強(qiáng)化基層協(xié)商和民眾民主參與,注重協(xié)商結(jié)果對行政過程的評價和干預(yù),積極培育協(xié)商文化,努力創(chuàng)造良好的協(xié)商環(huán)境。論文的創(chuàng)新之處在于將協(xié)商民主置于當(dāng)前我國經(jīng)濟(jì)社會和政治體制發(fā)展環(huán)境下,運(yùn)用公共管理中的協(xié)同治理理論對協(xié)商民主的價值意義和建設(shè)發(fā)展試做探索,為豐富協(xié)商民主的理論內(nèi)涵,推進(jìn)協(xié)商民主的實(shí)踐和發(fā)展做些思考,提供借鑒和參考。
[Abstract]:The 18th CPC Congress and the third Plenary session of the 18th CPC Central Committee put forward that "Socialist consultative democracy is an important form of China's democratic system, and it is necessary to improve the consultative democracy system from the perspective of promoting the reform and development of the socialist political system with Chinese characteristics." Adhere to and improve the system of multi-party cooperation and political consultation under the leadership of the CPC, give full play to the role of the CPPCC as an important channel for consultation democracy, establish and improve the work mechanism for consultative democracy, and promote extensive and multi-layered consultative democracy. Institutional development ". This is the first time that China's ruling party has characterized the practice and development of consultative democracy in China as a consultative democracy with socialist attributes, and put forward the concept of "socialist consultative democracy." Moreover, it has become an important part of the national political system of our country to transform the deliberative democracy from a democratic form to a democratic system. The CPPCC is an important channel for the development of consultative democracy in China. Giving full play to this important role of the CPPCC and promoting the extensive, multi-layered and institutionalized development of consultative democracy is a theoretical issue for the local CPPCC to carry out its duties. It is also an urgent need for continuous innovation and development of practical issues. On the basis of summing up the theory and practice of consultation democracy at home and abroad, this paper studies the practice of consultative democracy in Kunming CPPCC from the perspective of collaborative governance of public management. Through case analysis, this paper explores the construction of socialist deliberative democracy and the practice of consultative democracy of the CPPCC, from the main factors of deliberative democracy, executive evaluation and analysis, and benefit game. In the aspects of environmental analysis and public participation, this paper analyzes the factors that restrict the development of consultative democracy, and points out that the construction of consultative democracy must establish a scientific and reasonable system of consultative democracy, and strive to improve the ability of consultation and the quality of negotiation results. To explore the methods of perfecting the contents and ways of consultative democracy with the goal orientation of government public management, to strengthen the grass-roots consultation and the democratic participation of the people, to pay attention to the evaluation and intervention of the results of consultation in the administrative process, and to foster the culture of consultation actively. Strive to create a good environment for negotiation. The innovation of the paper lies in putting the consultative democracy under the current economic, social and political system development environment of our country, and using the theory of cooperative governance in public management to explore the value significance of the consultative democracy and the construction and development of the deliberative democracy. In order to enrich the theoretical connotation of deliberative democracy, to promote the practice and development of consultative democracy to do some thinking, to provide reference and reference.
