【摘要】：隨著老齡化社會(huì)的到來,養(yǎng)老保險(xiǎn)的課題在國家政策中顯得越來越重要,隨著人生的生活水平越來越高,人們對于“老有所養(yǎng)”的有更深刻的理解,對自身的利益要求也越來越全面,養(yǎng)老保險(xiǎn)作為社會(huì)保障的重要內(nèi)容,關(guān)系著國家的穩(wěn)定和人民的生活,對養(yǎng)老保險(xiǎn)的研究也就成了當(dāng)務(wù)之急的課題。城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度來自于新型農(nóng)村養(yǎng)老保險(xiǎn)制度,是社會(huì)保障制度里的重要內(nèi)容,對農(nóng)村和農(nóng)業(yè)問題有重要影響,關(guān)系著農(nóng)民的切身利益,也關(guān)系著城鄉(xiāng)一體化進(jìn)程。瀘州市龍馬潭區(qū)2012年開始實(shí)施新型農(nóng)村養(yǎng)老保險(xiǎn)制度和城鎮(zhèn)居民基本養(yǎng)老保險(xiǎn)制度,于2014年9月合并成城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度,在制度實(shí)施的這幾年間,龍馬潭區(qū)根據(jù)自身的實(shí)際情況,因地制宜,從多個(gè)角度全面推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度,取得了不錯(cuò)的成效。本文以龍馬潭區(qū)推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)為案例進(jìn)行研究,對實(shí)施過程中的政府行為進(jìn)行梳理和分析,從實(shí)施主體、機(jī)制建設(shè)和經(jīng)辦模式三個(gè)角度進(jìn)行研究,提出龍馬潭區(qū)推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)取得的成功經(jīng)驗(yàn),希冀于將成功經(jīng)驗(yàn)在其他類似地區(qū)能成功運(yùn)用推廣。本文通過案例分析法對瀘州市龍馬潭區(qū)推行城鄉(xiāng)居保中的實(shí)踐進(jìn)行分析和研究,對龍馬潭區(qū)現(xiàn)行的城鄉(xiāng)居保制度進(jìn)行分析,從公共管理的角度對實(shí)施過程進(jìn)行評(píng)價(jià),提出實(shí)踐過程中的成功經(jīng)驗(yàn),以期望對四川省乃至全國其他省市在推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)過程中提供一定的參考意義。本文以提出問題、分析問題、總結(jié)問題為思路進(jìn)行梳理,首先是提出問題,主要包括對實(shí)施城鄉(xiāng)居居保制度進(jìn)行研究的內(nèi)容,方法和意義,并闡述龍馬潭區(qū)推行城鄉(xiāng)居保的典型性;其次是對龍馬潭區(qū)推行城鄉(xiāng)居保的現(xiàn)狀進(jìn)行分析,對制度實(shí)施過程中的具體做法進(jìn)行詳細(xì)的闡述。再者是對推行城鄉(xiāng)居保過程中的三個(gè)關(guān)鍵因素進(jìn)行分析,從實(shí)施主體、機(jī)制建設(shè)和經(jīng)辦模式三個(gè)重要層面進(jìn)行研究并做出相應(yīng)的評(píng)價(jià)。最后是對龍馬潭區(qū)推行城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)的成功經(jīng)驗(yàn)進(jìn)行總結(jié),從基層情況的角度出發(fā)提出城鄉(xiāng)居保制度中存在的不足,并對未來城鄉(xiāng)居保制度的推廣實(shí)施進(jìn)行展望。
[Abstract]:With the arrival of an aging society, the subject of old-age insurance is becoming more and more important in the national policy. As the living standards of life become higher and higher, people have a deeper understanding of the "sense of security".As an important part of social security, the endowment insurance is related to the stability of the country and the life of the people. Therefore, the research on the endowment insurance has become an urgent task.The basic old-age insurance system for urban and rural residents comes from the new rural old-age insurance system, which is an important part of the social security system. It has an important impact on the rural and agricultural problems, relates to the vital interests of farmers, and also relates to the process of urban-rural integration.Luzhou Longmatan District began to implement a new rural old-age insurance system and a basic old-age insurance system for urban and rural residents in 2012, and merged into a basic old-age insurance system for urban and rural residents in September 2014.According to its own actual situation, Longmatan District has carried out the basic old-age insurance system for urban and rural residents from various angles and achieved good results.This paper takes the implementation of basic old-age insurance for urban and rural residents in Longmatan District as a case study, combs and analyzes the government behavior in the process of implementation, and studies from three angles: the main body of implementation, the construction of mechanism and the mode of operation.This paper puts forward the successful experience of implementing basic old-age insurance for urban and rural residents in Longmatan District, and hopes that the successful experience can be successfully applied and popularized in other similar areas.This paper analyzes and studies the practice of carrying out urban and rural residential insurance in Longmatan District of Luzhou City by case analysis, analyzes the current system of residential protection in Longmatan District, and evaluates the implementation process from the perspective of public administration.The successful experience in practice is put forward in order to provide some reference for Sichuan province and other provinces and cities in carrying out basic old-age insurance for urban and rural residents.In this paper, put forward problems, analyze problems, summarize problems as the train of thought, the first is to put forward problems, mainly including the implementation of urban and rural residential security system research content, methods and significance,Secondly, it analyzes the status quo of the implementation of residential insurance in Longmatan district, and expounds in detail the specific practices in the process of implementing the system.The third is to analyze the three key factors in the process of implementing urban and rural housing insurance, and to study and evaluate from three important aspects: the main body of implementation, the construction of mechanism and the mode of operation.Finally, it summarizes the successful experience of implementing the basic old-age insurance for urban and rural residents in Longmatan District, points out the shortcomings of the system from the perspective of grass-roots situation, and looks forward to the promotion and implementation of the system in the future.
