【摘要】：中國(guó)通過(guò)政黨官僚制來(lái)對(duì)經(jīng)濟(jì)社會(huì)生活實(shí)施有效的運(yùn)作從而支撐政府的運(yùn)轉(zhuǎn)和公共管理的實(shí)現(xiàn),政治精英的任命制度使得地方領(lǐng)導(dǎo)人選擇在官僚體制內(nèi)謀求職位的保持升遷。但是由于機(jī)會(huì)主義的廣泛存在,政黨官僚制的有效性受到極大的削弱。作為委托人的中央政府和作為代理人的地方政府效用函數(shù)存在著明顯的利益差異,代理人為了追求自身利益的最大化往往突破委托人的束縛和限制。機(jī)會(huì)主義與委托代理消解了政黨官僚制的權(quán)威性和有效性,其結(jié)果是央地關(guān)系上,政府的機(jī)會(huì)主義導(dǎo)致中央和地方利益的沖突。建國(guó)以來(lái),地方政府的崛起成為發(fā)展趨勢(shì),十八大后中央開(kāi)始了再集權(quán)化的進(jìn)程。
[Abstract]:China implements the effective operation of economic and social life through the party bureaucracy to support the operation of the government and the realization of public administration. The appointment system of the political elite makes local leaders choose to keep their positions in the bureaucratic system.However, due to the widespread existence of opportunism, the effectiveness of party bureaucracy has been greatly weakened.The utility function of the central government as the principal and the local government as the agent are obviously different. In order to maximize their own interests, the agents often break through the constraints and restrictions of the principal.Opportunism and principal-agent dispel the authoritativeness and validity of political party bureaucracy. The result is that the government opportunism leads to the conflict between central and local interests in the relationship between central and local government.Since the founding of the people's Republic of China, the rise of local governments has become a development trend, and the central authorities have begun the process of recentralization after the 18th National Congress.
